Oliver Vitouch (born April 4, 1971 in Vienna ) is an Austrian psychologist and cognitive scientist . Since 2012 he has been the rector of the Alpen-Adria-Universität Klagenfurt . From 2016 to 2017 he was President of the Austrian University Conference , currently he is its Vice President.

Life

After graduating from the Academic Gymnasium and studying music at the Vienna Conservatory , Vitouch studied psychology at the University of Vienna (with a focus on human biology and cognitive neuroscience ), graduated in 1995 and obtained a doctorate in natural sciences in 1999. Since 1995 he has been an assistant at the University of Vienna, from 2000 to 2002 research scientist with Gerd Gigerenzer at the Max Planck Institute for Human Development in Berlin (Center for Adaptive Behavior and Cognition, ABC). He taught at the Free University of Berlin and the University of St. Gallen . After completing his habilitation in psychology as a whole, he became an associate professor in Vienna in 2002 . At the beginning of 2003, at the age of 31, he accepted the chair for general psychology at the Alpen-Adria-Universität Klagenfurt .

Oliver Vitouch is the son of Peter Vitouch and Elisabeth Vitouch . He is married to the Austrian professor Judith Glück and has two children.

Act

From 2005 to 2006 he was director of the Klagenfurt Institute for Psychology, from 2006 to 2012 Chairman of the Senate (Senates I to IV according to UG 2002 ). At the same time, he had held leading positions in the Austrian Society for Psychology from 2004 , of which he was president from 2008 to 2010. He contributed significantly to the implementation and further design of access regulations (§ 124b, now § 71c , UG ) as a result of the ECJ ruling on open access for German students as well. In May 2012 he was appointed Vice Rector for International Relations and Teaching (interim rectorate after Heinrich C. Mayr's dismissal ); since October 29, 2012 he has been the rector of the Alpen-Adria-Universität Klagenfurt.

In May 2015 he was reappointed as rector by the Senate and University Council for the 2016 to 2020 term and in May 2019 for the 2020 to 2024 term. From January 2015 to May 2016 Vitouch was President of the Alps-Adriatic Rectors 'Conference (AARC), a rectors ' conference founded in Graz in 1979 with currently 47 member universities from Austria, Southern Germany , Hungary , Northern Italy , Slovenia , Croatia , Bosnia and Herzegovina , Serbia and Albania . He has been Vice President since January 2016, President since June 2016 (after Sonja Hammerschmid's move to the Federal Government on May 18 and by election on June 6), and since January 2018 again Vice President of the Austrian University Conference (uniko). In the second half of 2019, after Eva Blimlinger's resignation due to her candidacy for the National Council , he acted as Executive President. His successor as uniko President since January 2020 is Sabine Seidler .

Under Vitouch's presidency, a long-cherished demand from the university conference was implemented when, on June 28, 2017, the National Council, with the votes of the SPÖ , Greens , FPÖ and NEOS, increased the university budget by € 1.35 in anticipation of an upcoming concept of financing university places Billion (+ 14%) for the period 2019-2021. In addition, two government programs with detailed university and academic parts fell during his term of office: The updated program of the coalition government Kern / Mitterlehner in January 2017 and the program of the coalition government Kurz / Strache in December 2017. The model of university financing-new (university place financing) was finally Adopted by the National Council on February 28, 2018, following a resolution by the Council of Ministers of January 31. A third government program relevant to science and research, that of the Kurz / Kogler coalition , was presented on January 2, 2020, immediately after his executive responsibility.

On June 9, 2016 Group stormed identitary a lecture about inclusion at the University of Klagenfurt. While trying to detain their leader until the police arrived, Vitouch was punched in the stomach. On July 26, 2018, the Graz Regional Criminal Court acquitted the group of charges of incitement to hatred and the formation of a criminal organization in case of doubt. The Secretary General of the Ministry of Justice , Christian Pilnacek , spoke of a "decision at the border". On July 12, 2019, he was sentenced to six months of conditional imprisonment for grievous bodily harm for the punch , as Vitouch was acting as a civil servant within the meaning of the Criminal Code (Section 74 (1) 4 of the StGB). The judgment is not final.

As Vice President of the University Conference , Vitouch played a key role in the creation of the Universities for Enlightenment (U4E) initiative , which is supported by the Rectors' Conferences in Germany , Italy , Croatia, Austria, Poland , Switzerland , Serbia, Slovakia , Slovenia and the Czech Republic . The trigger was the expulsion of the Central European University by the Hungarian government, the "government-loyal" restructuring of Hungarian universities and the conflicts between the government and universities in Poland and the Czech Republic. The ten rectors' conferences signed the "Vienna Declaration" in December 2018.

From November 2017 to January 2020, Vitouch wrote the column outside view every 14 days in the Kleine Zeitung , an Austrian regional medium ( Styria , Carinthia and East Tyrol ) with over 800,000 readers. His priority areas were education , science and awareness . Prior to that, he was an occasional guest author of the Standard since 1996 (comment from others) .

Vitouch's scientific work lies in the areas of general psychology , cognitive psychology , research methodology, philosophy of science , evolutionary psychology and cognitive neuroscience , thematically mainly in decision theory and music psychology . They are characterized by an interdisciplinary and multi-method approach. Before joining the rectorate (2012), he also worked as a reviewer for around 40 specialist journals, funding programs and publishers.

Manager Magazin reported in January 2020 about the allegations of bullying against Oliver Vitouch in the article "Mission character assassination: Bullying against executives" which is said to have bullied female professors in his role as rector of the Alpen-Adria-Universität. There are currently legal disputes in connection with, among other things, these allegations.
