Manfried Welan (born June 13, 1937 in Vienna ) is an Austrian political and legal scholar , writer and former politician.

Life

After completing high school in Vienna Rainer studied MANFRIED WELAN law at the University of Vienna , where in 1961 he became Dr. jur. received his doctorate. He began his professional career in 1961 as a legally qualified administrative clerk at the Technical University of Vienna , after which he worked at the Austrian Constitutional Court from 1962 to 1967 . From 1967 to 1969 he worked in the scientific department of the Austrian Chamber of Commerce as a constitutional and administrative lawyer, as well as a political scientist and teacher for political education. He is one of the founders of Austrian political science and was editor of the Zeitschrift für Politikwissenschaft for a long time .

In 1969 Welan became President of the Austrian Society for Agricultural and Environmental Law. In the same year he was appointed associate professor at the University of Natural Resources and Life Sciences, Vienna (BOKU) and head of the Institute for Law at BOKU, and in 1973 he was appointed full professor. 1974 to 1976 he was prorector of BOKU, from 1977 to 1981 rector and then again until 1984 prorector. From 1979 to 1981 Welan was also President of the Austrian Rectors' Conference and a member of the Presidium of the Fund for the Promotion of Scientific Research .

From 1983 to 1986 he was a local councilor and member of the state parliament in Vienna, and from 1983 to 1987 he was president of the Academy for Environment and Energy in Lower Austria. From 1986 to 1988 Manfried Welan was a city councilor and a member of the Vienna provincial government. From 1988 to 1991 he was the third President of the State Parliament of Vienna. Together with personalities such as Jörg Mauthe and Alfred Worm , Manfried Welan was one of Erhard Busek's “colorful birds” in the 1980s , which gave the Vienna ÖVP a new, cheerful, young and dynamic appearance. Important campaign topics of the “colorful birds” were environmental protection, urban renewal and the expansion of direct democracy.

1986 to 1991 Welan was Vice President of the Austrian Society for Nature Conservation and Environmental Protection and Vice President of the Austrian Society for Ecology. In 1990 he was elected rector of the University of Natural Resources and Life Sciences in Vienna for the third time, which is why he resigned from his political functions. From 1994 to 2001 he was Vice Rector. Until his retirement in 2005, he continued to work as a full professor. From 1995 to 2000 he was also visiting professor for politics at the European Academy of Journalists at the Danube University Krems .

From 1993 to 2003, Welan was Vice President of the Austrian UNESCO Commission and was on the board of the Austrian Study Center for Peace and Conflict Resolution in Schlaining . Since 2003 he has been president of the Unesco working group in Vienna. He also works on a voluntary basis in the Margaretha Lupac Foundation for Parliamentarism and Democracy , the Democracy Center Vienna, the Vienna Institute for Conflict Research and the Austrian Nature Conservation Union.

Manfried Welan is a member of the Catholic student union K.Ö.HV Franco-Bavaria Vienna in the Austrian Cartell Association (ÖCV) and has been a member of the Austrian People's Party since 1961 . He is one of the pioneers of legal politics and political legal theory in Austria. Welan published around 30 books, around 300 articles in specialist books and journals as well as numerous small contributions in various media.

Manfried Welan's main academic areas of work included the subjects of democracy, parliamentarism, head of state and government, as well as constitutional jurisdiction, from fundamental rights and freedoms, above all property and equality. Welan also devoted himself to the past and present of universities and communities. He always vigorously advocated the promotion of science in Vienna and propagated - in connection with the metaphor of the “golden Viennese heart” - the “golden Viennese brain”. Welan was one of the founders of Austrian environmental law , especially agri-environmental law. In addition, he published on the history of the University of Natural Resources and Life Sciences in Vienna and promoted research into its history.

Since 1981 Manfried Welan has published the “Studies on Politics and Administration” together with Christian Brünner and Wolfgang Mantl at Böhlau Verlag. He is the editor and co-editor of several journals, including the Journal for Legal Policy.

Awards and honors (selection)

  • In 1981 Manfried Welan received the Ring of Honor from the University of Natural Resources and Life Sciences.
  • In 1993 the West Hungarian University of Pannon Tudomany Egyetem awarded him an honorary doctorate.
  • In 2003 Welan was awarded the City of Vienna Prize for Humanities and Social Sciences .
  • In 2005 the large lecture hall in the Guttenberghaus of the University of Natural Resources and Life Sciences, Vienna was renamed to Manfried Welan Hall.
