Subsequently, she spent two and a half years as a domestic help in London and after her return to Vienna in 1959 worked as a commercial clerk. After she got married in 1960, she gave birth to two sons and stopped working. In 1964 she returned to work and became involved in the Socialist Party of Austria (SPÖ), where she was a member of the District Women's Committee of the 14th Vienna District, Penzing . Convinced of the importance of political work by Johanna Dohnal , Schirmer was elected deputy chairwoman of the district women's committee in 1973 and elected to the Penzing district council that same year. She was a member of the district council until she moved into the municipal council and state parliament in 1979. As a councilor she was on various committees and ombudsman for nursing students. In addition, she was managing director of the Vienna Social Services Association from 1976 to 1987 . In February 1987 she became the first woman in this position to be the Chair of the Finance Committee of the Vienna City Council. In the same year she was also elected to the Vienna executive board and the federal party executive committee of the SPÖ. From December 1987 to December 1991 she was in the state government and city senate of Zilk II, the city councilor responsible for consumer protection, women's issues, law and civil service, being the first Vienna city councilor to be explicitly responsible for women's issues. She founded the women's service point in the Vienna City Hall , which still exists today as a women's telephone. After the state and municipal council elections in 1991 , she took over the post of First President of the Vienna State Parliament and held this position until November 1994, before she was replaced by Ingrid Smejkal . On March 9, 2019, Schirmer died at the age of 81 in Vienna; Until her death she lived in her home district of Penzing.
