The state and municipal council elections in Vienna in 1991 were held on November 10, 1991, with the Social Democratic Party of Austria (SPÖ) emerging as one of the two losers from the election. The SPÖ lost 7.1 percentage points and 10 mandates, but was able to hold the absolute majority with 47.8% and 52 of a total of 100 mandates. The Austrian People's Party (ÖVP) suffered even greater losses and fell by 10.4 percentage points to a share of the vote of 18.1%. In addition, the ÖVP lost twelve mandates and subsequently only had 18 mandataries in the Vienna state parliament and municipal council, which meant that it posted its worst state election result in Vienna to date. The Freedom Party of Austria (FPÖ) profited most from the losses of the two parties . It gained 12.8 percentage points and was able to more than double its share of the vote to 22.5%. Thanks to the strong increase in votes, the FPÖ was also able to gain 15 mandates and, with a total of 23 mandates, overtake the ÖVP for the first time in Vienna. The winners of the election also included the Green Alternative Vienna (GA), which achieved a plus of 4.7 percentage points and, with 9.1% and seven seats, entered the Vienna State Parliament and City Council for the first time. The United Greens of Austria (VGÖ) failed with 1.8% as well as the entry into the state parliament as did the Communist Party of Austria (KPÖ) with 0.6% and the SOS - citizen protest list "The boat is overflowing" (SOS) with 0, 1 %.

The Viennese state parliament and municipal council for the 15th electoral period was constituted on December 9, 1991 and, after swearing in, elected the state government Zilk III , which was replaced by the state government Häupl I in 1994 .
