The state and municipal council elections in Vienna in 2015 took place on October 11, 2015, at the same time as the district representative election .

Starting position

After the Social Democratic Party, which had previously ruled with an absolute majority, had to accept losses in the 2010 election , it entered into a coalition with the Greens under Vice Mayor and City Councilor Maria Vassilakou . The period of office of the provincial government of Häupl V was characterized, among other things, by disputes about the expansion of parking space management , the redesign of Mariahilfer Strasse , left-wing demonstrations (see Akademikerball ) and the increase in fees for water and garbage.

A point of contention during the legislative period was the reform of the electoral law. The Supreme Court had declared provisions on voting cards and the exclusion of certain offenders to be unconstitutional. In the course of these adjustments there were efforts on the part of the FPÖ, ÖVP and the Greens to abolish the majority-forming factor in the electoral law. A pact between the three parties was notarized before the election period. The Greens wanted to negotiate a reform in the coalition with the SPÖ. These negotiations dragged on until February 2015 and ended without result. The attempt by the Greens to push through a reform against the will of the SPÖ in the municipal council was delayed by procedural issues (the SPÖ has a majority in the committees, unlike in the municipal council) and finally prevented by the transfer of the Green mandate Şenol Akkılıç to the SPÖ there was a stalemate in the council. The coalition between the SPÖ and the Greens continued despite these events.

On the occasion of the formation of the red-blue coalition in Burgenland , SPÖ state party secretary Georg Niedermühlbichler and mayor Michael Häupl basically ruled out any cooperation with the FPÖ in Vienna. At the request of the Green Vice Mayor Maria Vassilakou to make a clear statement about the continuation of the red-green coalition , Häupl did not want to make a commitment and merely ruled out government cooperation with the FPÖ.

Eligible to vote were 1,143,076 Austrian citizens who were born up to October 11, 1999 and who had their main place of residence in Vienna on the date of the election, August 4, 2015. Almost 400,000 people living in Vienna of voting age of other citizenship were not eligible to vote. Of these, 184,235 citizens of another EU country were entitled to vote in the district council election that took place at the same time. Under the title “Pass Egal”, SOS Mitmensch organized an election simulation for residents of Vienna who were not entitled to vote in a polling tent near the town hall on October 6th. Associated with this was the demand for a right to vote for “everyone who has their center of life in Vienna after three years at the latest”.

On February 19, 2015, the electoral alliance Vienna presented itself differently from KPÖ , Austrian pirate party , Echt Grün and independents, which wants to run for the election. It sees itself as a continuation of the electoral alliance Europe different , which stood in the 2014 European elections . On August 12th, the alliance announced that it had completed all declarations of support and will now submit them.

The Turkish-born doctor Turgay Taskiran from Simmering initiated the list, which is dominated by migrants, Together for Vienna - GfW . This merged with the Robin Hood & You movement in August and is planning a merger with the Romanian party .

Team Stronach and Bündnis Zukunft Österreich (BZÖ) announced in August 2015 that they would not be standing. Instead, the list WWW - We want freedom of choice is supported by the restaurateur Heinz Pollischansky. The Stronach team helped WWW with five members of the National Council without collecting 100 declarations of support / per constituency on the voting slip. Contrary to the statement of the club chairman from the Stronach team, Robert Lugar , "the BZÖ is not part of the alliance", the BZÖ regional chairman Dietmar Schwingenschrot announced the day before : "We will not take part in the election and support a platform". In fact, many of the BZÖ functionaries are at the top of the list of nominations for election on WWW.

Signatures were collected across Vienna by the men's party , the free democrats and the democratic alternative (referred to in the media as the municipal building party ).

The CPÖ (Christian Party of Austria), which had stood in 2010, decided not to participate in the 2015 election. The lists of the EU exit party , the Socialist Left Party and WIFF (We for Floridsdorf) only wanted to compete in certain districts.

District representative election

At the same time as the state parliament and municipal council elections, the district council election is held in Vienna , in which 1142 mandates are awarded in the 23 district councils of Vienna, the number of which varies between 40 and 60 mandates in the individual districts depending on the number of inhabitants. The district chairman is also indirectly determined with the election , as the party with the most votes in a district is entitled to elect this and his first deputy, while the second deputy is elected by the second strongest party.

In addition to the parties campaigning for the state parliament and municipal council elections, other campaigning groups are running in one or more districts in individual districts. After the 2010 elections, the SPÖ, FPÖ, ÖVP and the Greens will be appointing mandates in all district representatives. The KPÖ, which joined the ANDAS electoral alliance in 2015, has one mandate each in the districts of Leopoldstadt , Landstrasse and Margareten . Pro Hetzendorf is represented with one seat in Meidling , WIFF with two in Floridsdorf , WIR in Erste with two in the inner city and ECHT with five in Josefstadt.

There were no polls for the district council election. In the run-up to the election, however, there was particular media interest in those districts in which a change in the majority seems possible. The districts of Innere Stadt , Wieden , Mariahilf , Josefstadt , Alsergrund , Simmering , Währing and Döbling in particular were referred to as " swing states " by the media .

Survey

The polls did not paint a very clear picture until the election, and losses were expected for the SPÖ, which has ruled since 1945. In addition, pollsters assumed that NEOS would move into the Vienna City Council. The value of democracy is generally given by 71% as very important. A survey from September 2015 shows the attitudes of non-voters.

Results

As in the previous election in 2010, the SPÖ lost 4.75% and five seats. However, contrary to surveys and media reports before the election, it was able to maintain the relative majority, clearly ahead of the FPÖ, which gained 5.02% and seven seats and achieved its best election result so far, as well as the right to a vice-mayor. The ÖVP, with its worst result so far and a loss of 4.75% and six seats, fell back to fourth position behind the Greens, who suffered a slight loss of 0.8% and one seat. With 6.16% and five seats, the NEOS moved into the state parliament and local council for the first time. All other competing parties remained far from reaching the five percent hurdle.

Effects

The ÖVP state chairman Manfred Juraczka announced his resignation on the evening of the election and was replaced by the previous general secretary of the federal ÖVP Gernot Blümel .

The SPÖ, under its top candidate and incumbent mayor Michael Häupl, had ruled out a coalition with the FPÖ before the election. She maintained this position after the election. After exploratory talks with the ÖVP and the Greens, the regional executive committee of the SPÖ-Vienna decided on October 20, 2015 to start negotiations with the Greens on a continuation of the existing governmental cooperation, which had been declared as open-ended.

The FPÖ designated their previous club chairman Johann Gudenus as vice mayor. At the same time, she called for the city senate to be downsized and for all of its members to be assigned competencies.

On November 13, 2015, the SPÖ and the Greens announced that they had agreed to continue their existing coalition for the coming legislative period.

The state government and the Häupl VI city senate were sworn in on November 24, 2015.
