The state election in Upper Austria 2015 took place on September 27, 2015 at the same time as the municipal council and mayoral elections in 442 municipalities. 1,094,497 voters, including 560,763 women and 533,734 men, were entitled to vote in the state elections, and 1,155,000 in the municipal council and mayoral elections.

Starting position

A black-green coalition has ruled Upper Austria since the 2003 election . In the last state elections in 2009 , the SPÖ lost very significantly (−13.4 percentage points) and came up with the worst result in state elections in Upper Austria in the Second Republic . The FPÖ received 6.9 percentage points more, the ÖVP 3.4 percentage points more and the Greens 0.1 percentage points more; the latter two continued their collaboration.

Josef Pühringer , governor of Upper Austria since March 1995, announced before the 2015 election that he would not resign even if there were major losses; he wanted to remain governor.

The turnout of 81.63 percent was higher than in the state elections in 2009 (80.34 percent).

So all parties previously represented (ÖVP, SPÖ, FPÖ and Greens) are still represented in the state parliament. NEOS, KPÖ and CPÖ did not make it into the state parliament. However, there were significant shifts in mandates: While the ÖVP and SPÖ lost a lot of votes, the FPÖ doubled its share of votes and mandates. The Greens also gained slightly.

Situation after the election

Governor Pühringer held three talks on September 30th with the top candidates of the three parliamentary groups with the closest voting share: first with Entholzer (SPÖ), then with Haimbuchner (FPÖ) and Anschober (GRÜNE). The parties agreed not to disclose the results. Pühringer sees several models, but excludes a government coalition of black-green with a mere seat majority (5) in the proportional government, but with a minority in the state parliament. The Greens are promoting a broad coalition of ÖVP, SPÖ and GREENS.

On October 21, 2015, the ÖVP state executive gave Governor Pühringer the power to negotiate and conclude a coalition between the ÖVP and the FPÖ. At the same time, there were votes on the occupation of the government seats of the ÖVP. Pühringer was unanimously confirmed as governor and the previous club chairman Thomas Stelzer was newly appointed as governor's deputy. After a secret election, Agricultural Councilor Maximilian Hiegelsberger and Economic Councilor Michael Strugl remain in the government while Doris Hummer has to resign.

While Federal Chancellor and SPÖ chairman Werner Faymann rejected the participation of the FPÖ state government, Vice Chancellor and ÖVP chairman Reinhold Mitterlehner spoke out in favor of democratic and practical considerations. Both of them denied any impact on the federal level.

The provincial government Pühringer V , which was subsequently formed , was elected and sworn in by the Upper Austrian Landtag on October 23, 2015 .
