The state elections in Upper Austria in 2003 took place on September 28, 2003, with the Austrian People's Party (ÖVP) maintaining its top position and posting a plus of 0.7%. With a share of the vote of 43.4%, the ÖVP held its previous mandate of 25 of the 56 mandates. The Social Democratic Party of Austria (SPÖ), on the other hand, was able to significantly improve its 1997 result and gained 11.3%. With a share of 38.3% of the vote, the SPÖ recorded its best result since 1979 and was also able to win six seats. As a result, she provided 22 members in the Upper Austrian state parliament. In terms of its profits, the SPÖ benefited from the heavy losses suffered by the Austrian Freedom Party(FPÖ), which suffered severe defeats after participating in federal and state governments. In Upper Austria the FPÖ lost 12.2% and lost eight seats in the state parliament. With a share of the vote of 8.4%, the FPÖ also posted its worst result since 1985 and only had four members in the newly elected state parliament. In addition, the FPÖ was overtaken in this election by Die Grünen - Die Grüne Alternative (GRÜNE), which won 3.3% and two seats. With 9.1%, the Greens won five seats. The Communist Party of Austria (KPÖ), on the other hand, clearly failed with 0.8% to enter the state parliament.

The state parliament of the XXVI. The legislative period was constituted on October 23, 2003 and on that day elected the state government Pühringer III as the new Upper Austrian state government. Governor Josef Pühringer (ÖVP) was there for the first time entered into an intergovernmental cooperation with the Greens, this being also the first black-green coalition meant at the country level in Austria.
