The provincial government Pühringer V formed the Upper Austrian provincial government in the XXVIII. Legislative period between October 23, 2015 and April 6, 2017. The state government was elected by the Upper Austrian Landtag on October 23, 2015 and subsequently sworn in. Due to the proportional representation system , all parliamentary groups were also represented in the state government.

A black-green coalition has ruled Upper Austria since the 2003 election . In the 2015 state elections on September 27, 2015, the Austrian People's Party (ÖVP) had 4 out of 9 seats in government and thus lost one member of the government compared to 2009 . In addition, the ÖVP lost six seats in the state parliament, a continuation of the previous intergovernmental cooperation was no longer possible, despite the Greens' gain from a state parliament mandate. The two parties together still had a majority in the regional government, which was composed according to the proportional system, but no longer in the Upper Austrian state parliament. The Freedom Party of Austria (FPÖ) was able to double its state parliament seats from 9 to 18, won two government seats and thus received a total of three government seats. The Social Democratic Party of Austria (SPÖ) lost one seat in government and is only represented with one seat in the government. The Greens Upper Austria (Greens) were able to keep their seat of government.

On October 21, 2015, the state party boards of the ÖVP and FPÖ issued a power of attorney to negotiate and conclude a coalition between the ÖVP and the FPÖ. In addition, there were votes on the occupation of the government seats of the ÖVP. Josef Pühringer was unanimously confirmed as governor and the previous club chairman, Thomas Stelzer, was designated as deputy governor. Due to the lost seat of government, there was a battle vote in the ÖVP party executive between the previous state councilors Doris Hummer , Maximilian Hiegelsberger and Michael Strugl , whereby Hummer was defeated and had to leave the government. For the first time in 20 years, no woman was represented in an Upper Austrian government; the Upper Austrian provincial government was the only one in Austria without a woman.

Josef Pühringer was elected in the first constituent state parliament session on October 23, 2015 with 48 of 56 votes. The Greens with six MPs said they did not vote for him. The Green State Councilor Rudolf Anschober lost the areas of flood protection and energy policy to the state government Pühringer IV .

The black-blue state government 's stand with 2,015 nationwide the only coalition between the ÖVP and the FPÖ and the first of its kind in the state of Upper Austria.

Reinhold Entholzer resigned from the state parliament on June 16, 2016. AMS boss Birgit Gerstorfer succeeded him as state councilor, she was sworn in at the state parliament session on July 7, 2016. On July 8, 2016, she also took over the women's agendas from Thomas Stelzer .

On September 11, 2016, the ÖVP Upper Austria presented the personnel decisions for the time after Governor Josef Pühringer. Deputy Governor Thomas Stelzer is to succeed Pühringer as Governor and also receive the finance department, but Michael Strugl is said to have to give his approval for the current budget and medium-term financial planning. In addition, the research and science agendas should migrate from Stelzer to Strugl. These changes should come into force when Josef Pühringer resigns as governor.

On February 9, 2017 it was announced that Josef Pühringer would hand over his office to Thomas Stelzer on April 6, 2017. Christine Haberlander is to be the new state councilor , and state councilor Michael Strugl is to succeed as deputy governor.

The three new members of the government (Governor Thomas Stelzer, Deputy Governor Michael Strugl and Provincial Councilor Christine Haberlander) were sworn in before the Upper Austrian State Parliament on April 6, 2017. Pühringer officially resigned from his office.

The state government Pühringer V merged with these personnel changes in the state government Stelzer .
