The provincial government Pühringer II formed the Upper Austrian provincial government from the state elections in 1997 until the inauguration of the provincial government Pühringer III on October 23, 2003. For the XXV. During the legislative period , the ÖVP agreed a coalition agreement with the SPÖ. Due to the proportional representation system, members of the FPÖ were also represented in the state government.

Deputy Governor Fritz Hochmair left the state government effective May 11, 2000. Erich Haider was sworn in as successor on May 11, 2000 , and Silvia Stöger joined the government team as state councilor . After Fritz Hochmair's resignation, Fritz Hochmair's parish office moved to Social Councilor Josef Ackerl . Erich Haider ceded the nature and environment department to Silvia Stöger, but kept the transport agendas and the housing.

Deputy Governor Christoph Leitl left the provincial government just one month later, on July 5, 2000, after he had been elected President of the Austrian Chamber of Commerce . As Deputy Governor, Leitl was succeeded by the previous Provincial Councilor Franz Hiesl, who, however, kept his departments. Most of Christoph Leitl's departments were taken over by District Councilor Josef Fill, who was sworn in on July 6th . The finance department went from Leitl to Governor Pühringer.
