State government Ratzenböck IV

The provincial government of Ratzenböck IV under governor Josef Ratzenböck (ÖVP) formed the Upper Austrian provincial government in the XXIV legislative period of the Upper Austrian provincial parliament from the beginning of the legislative period on October 30, 1991 until Ratzenböck's resignation on March 2, 1995. The provincial government of Ratzenböck IV was followed by the provincial government of Pühringer I after.

The strong gains made by the Freedom Party of Austria (FPÖ) in the state elections in 1991 brought the FPÖ into the state government for the first time since 1949 (at that time as the electoral party of the independents ). The Austrian People's Party (ÖVP) emerged from the election as the party with the strongest vote, but was able to hold its five seats in government despite its losses. Three seats in government were held by the Social Democratic Party of Austria (SPÖ), which had to give up one seat to the FPÖ compared to the last term in office. Leo Habringer (SPÖ) was therefore no longer a member of the government and had to vacate his seat for Hans Achatz . There were no changes in the ÖVP compared to the previous government, Ratzenböck IV. During the term of office of the Ratzenböck IV state government, the resignation of Deputy Governor Karl Grünner (SPÖ) on October 21, 1993 resulted in only one government reshuffle. On this day Fritz Hochmair took over the office of Deputy Governor, Josef Ackerl was elected as the new Provincial Councilor.
