The provincial government Gleißner VII under governor Heinrich Gleißner (ÖVP) formed the Upper Austrian provincial government during the XIX. Legislative period of the Upper Austrian Landtag from November 17, 1961 to November 16, 1967. The provincial government Gleißner VII was followed by the provincial government Gleißner VIII .

After the state elections in 1961 , the new state government entered the new period hardly changed compared to the previous government, Gleißner VI . Only Hermann Kletzmayr (ÖVP) was no longer a member of the government team and had been replaced by Heinrich Wildfellner . Furthermore, the Austrian People's Party (ÖVP) provided five and the Social Democratic Party of Austria (SPÖ) four of the nine members of the government. During the government period, Rudolf Kolb (SPÖ) left the government on May 26, 1965 and was replaced by Franz Enge on the same day . Johann Blöchl (ÖVP) resigned as Deputy Governor on January 15, 1966, and was followed on January 24, 1966 by the previous Provincial Councilor Erwin Wenzl . On this day, Johann Diwold also moved up as the new regional councilor. The last change in this term of office came on October 19, 1966 when Theodor Pritsch resigned and Gerhard Possart was sworn in as the new regional councilor.
