The state and municipal council elections in Vienna in 1996 were held on October 13, 1996, with the Social Democratic Party of Austria (SPÖ) emerging as the big loser from the election. The SPÖ lost 8.7% and with 39.2%, after losing its absolute majority in 1991, also lost its absolute majority in seats. The SPÖ lost nine seats and as a result only provided 43 of the 100 members of the state parliament and municipal council, which was their worst result in a state and municipal council election in Vienna. The Freedom Party of Austria (FPÖ) in particular benefited from the losses of the SPÖ, winning 5.4% and with 27.9%, its best election result in Vienna. The gains in votes also helped the FPÖ to win six mandates, bringing it to a total of 29 mandates. The Austrian People's Party (ÖVP) had to after the massive losses in 1991 again voting shares post and reached 15.3%, the previously worst election result in its history in Vienna. The ÖVP lost 2.8% and three seats and subsequently only had 15 MPs. Even the Green Party Vienna (GREEN) had to give 1.1% of their voting power, but were able to maintain at 7.9% their previous seven mandates. The Greens also lost due to their first appearance in the Liberal Forum , which narrowly beat the Greens with 8.0%, but only achieved six seats. All other lists clearly failed when they entered the state parliament.

The Viennese state parliament and municipal council for the 16th electoral period was constituted on November 29, 1996 and elected the provincial government of Häupl II .
