Clemens Fuest [ fu: st ] (born August 23, 1968 in Münster ) is professor of economics at the Ludwig Maximilians University in Munich , President of the Ifo Institute and member of the Scientific Advisory Board at the Federal Ministry of Finance .

Life

After graduating from high school at Antonianum Geseke , Fuest studied economics at the University of Bochum and the University of Mannheim on a scholarship from the German National Academic Foundation , where he graduated in 1991 with a diploma. In 1994 he received his doctorate at the University of Cologne , and in 2000 he completed his habilitation at the University of Munich . From 2001 to 2008 he held a professorship for political economics at the University of Cologne. He was then Professor of Corporate Taxation at Oxford University , Research Director of the Center for Business Taxation there and Executive Director of the Financial Research Institute at the University of Cologne. From 2013 to April 2016 he was President of the Center for European Economic Research and Professor at the University of Mannheim.

Fuest's research focuses on economic and financial policy, international taxation, tax policy and corporate finance, labor market and social policy as well as municipal finances. In 2006, the Handelsblatt ranked Fuest among the top 10 in a ranking of the youngest economists with the best research skills in German-speaking countries.

He is a member of the Scientific Advisory Board at the Federal Ministry of Finance and was its chairman from 2007 to 2010, Research Fellow of CESifo and IZA . He was also from 2004 to October 2008 and has been a member of the Kronberger Kreis since 2013 .

Fuest was elected President of the Ifo Institute on June 11, 2015 and took up this position on April 1, 2016 as the successor to Hans-Werner Sinn . In April 2016 he also took over the chair for political economy at the Ludwig Maximilians University in Munich , where he is director of the Center for Economic Studies . In 2016 he was listed in the TOP 10 of the most influential economists in Germany .

The Karlsruhe Institute of Technology awarded Fuest an honorary doctorate in 2017 for his services in the field of finance .

Positions

According to his own statements, Fuest stands for ordoliberal positions and does not currently see tax increases as a means of restructuring the state budget. Fuest only supports a sales tax increase as a last resort , since it burdens everyone . The state has more of a spending problem than an income problem. He rejects a financial transaction tax and advocates tuition fees , since children from upper-class and middle-class families populate the universities. Denmark is an example of an activating welfare state. In Germany, more crèche and kindergarten places would have to be created for parents from socially disadvantaged families, as the foundations for higher education would be laid very early. A considerable amount of efficiency reserves could be raised at the universities.

Fuest expressed the fear that the refugee crisis in Germany could lead to a two-class education ("We have to be careful that we do not undermine our proven training systems with a light training"). Germany needs immigration: "Everyone who is qualified, everyone who accepts and keeps an apprenticeship position, everyone who makes progress in school should be offered the opportunity to stay here, even if they do not get the right to asylum." Fuest speaks in favor of it from exercising greater control over immigration. "In the long run one can either have a welfare state or uncontrolled immigration, but certainly not both".
