action

The employees of a gene laboratory test a new one from the scientist Dr. Drake developed technology on five death row inmates and injected them with genetic material from different species of fish. Dr. Drake believes this experiment is unethical , but their colleagues begin against their express will. The goal is to create an amphibious soldier. But the experiment goes wrong. The test subjects mutate into monsters - half fish, half human - and escape into the sea via the sewer system . Only with the help of a certain hormone can the creatures survive. The military does not take countermeasures because the commanders believe that the creatures in the wild would not be able to survive without this hormone. But since the fishermen of the nearby harbor regularly and illegally pour the hormone Synestin into the sea to increase their yield, the ominous happens and the creatures survive.

Dr. Drake learns from the media of frequent accidents in the nearby coastal town of Harbor Shores and goes there in search of clues in order to limit the damage. There she meets the ranger Wade Parker, whose daughter Kim was also a victim of the chain of misfortune. Dr. Drake tells Parker what has happened so far. Together with Kim's friend Matt, an animal rights activist and environmental activist, they look for ways to deal with the problem. In contrast to the female victims, male victims are always found mutilated. The women, on the other hand, reappear physically unharmed after a few days and shortly afterwards give birth to new little amphibians in mortal agony, which quickly and inexorably disappear into the sewer system after birth. The three of them conclude that the women are held captive somewhere for reproduction.

When trying to equip the creatures with tracking devices, Dr. Drake dragged into the depths of the sea by a creature. On the next attempt, however, the two remaining men Matt and Wade manage to mark one of the monsters so that they can track it by radio. The sonar device guides you to an underwater rock. There they now suspect the women in a submarine air chamber. They pass on their newfound knowledge to the military in the hope of help. The commander recklessly orders the rock to be blown up . Matt and Wade protest unsuccessfully. In an unobserved moment, they steal the diving equipment of the marine divers who had attached the explosive charge to the underwater rock shortly before. Eight minutes remain before it is detonated. During this time they manage to free the women from the cave.

But the horror is not over yet. A few days later, Dr. Drake grows her belly and gives birth to a small amphibian in agony.
