During the election campaign, the mayoress Ursel Piepenkötter faces competition: party colleague Dr. Schadt criticizes the planned new mosque and even wants to be put up as an opponent. The mayor now wants to reassure the people and is looking for reasons to cancel the construction. Her party colleague, however, has other plans: he enters into a pact with the conservative Osman: if the mosque was prevented from being built, he would be installed as a hodja in thanks and the current one deposed. During a panel discussion, secretly recorded video recordings are supposed to imply a rendezvous between the hodja and the mayor, but they show acts of violence by the mosque opponents, as Osman's wife had swapped the recordings. The mayor, who is now campaigning for diversity, is again a candidate, and even her son has come closer to the daughter of the Hodja.
