The water level of the reservoir in the small fishing village of Brownsville has risen sharply due to unusually heavy rains. When helicopter pilot Steve Brannigan accidentally discovers a crack in the obsolete dam, he immediately informs City Councilor Paul Burke. He then recommended the Mayor of Brownsville John Cutler to drain the water from the reservoir to prevent a possible dam break. When Cutler refuses, Burke himself takes precautions in case of emergency. Eventually a catastrophe occurs: the dam breaks and floods Brownsville. Then Burke and Steve Brannigan decide to save the people of the village.
