Chien Fu ( Jackie Chan ) works as a house boy in the kung fu school of the master Hung Tai . He is friendly and hardworking, but is mostly pushed around because of his clumsiness and lack of kung fu knowledge.

One day Chien Fu offers hospitality to an old beggar. As a thank you, he playfully performs certain dance steps in which he balances a tea bowl on the top of his fingers. The next morning the old man disappeared. When Chien Fu “dances” the pattern of the footprints on the floor with the help of his memory, he realizes that these are kung fu steps. The hand movements to balance the tea bowl come from the "snake technique", in which the hands imitate the movements of snake heads.

The old beggar is in reality Pei Ching Yeng, a police wanted rebel against the (despotic) imperial state power. He hides from his opponent Len Yün. He is a member of the “ secret police of the eagle claw” loyal to the emperor and uses the kung-fu style “eagle claw technique”, with which one can defeat the “snake technique” (hence the title: the snake in the shadow of the eagle ).

Chien Fu begins to secretly acquire the Kung Fu of the rebel Pei Ching Yeng. He gradually becomes more and more adept at this and can playfully defend himself against teasing . When he publicly used the "snake technique" in a fight for the honor of his school, the secret police noticed him. The "snake technique" is only used by Pei Ching Yeng, and whoever masters it must be in contact with Pei Ching Yeng, the rebel.

Len Yün contacts the house boy. He gives the impression of being friends with Pei Ching Yeng. Although the inexperienced Chien Fu suffered a severe defeat in a fight against the “eagle technique” Len Yüns, he takes it at face value. He leads the secret police directly to Pei Ching Yeng's whereabouts, the backyard of the Kung Fu school, where the rebel had visited the house boy again. Pei Ching Yeng has since run away. He had left Chien Fu a textbook on the "snake technique"; however, this has meanwhile been torn up by Chien Fu's cat "Tiger".

After Chien Fu realizes that he has inadvertently betrayed Pei Ching Yeng, he rushes into the forest to warn Pei Ching Yeng. Len Yün anticipates this and reveals that he is a member of the "Eagle Claw Secret Police" and that he has been commissioned to catch Pei Ching Yeng. To the great surprise of Pei Ching Yeng, however, the secret police officer is killed by the house boy using a new kind of kung fu technique that Pei Ching Yeng has never seen before. Together, the friends get rid of the hypocrite and traitor Wang Chiang, who had worked as a cook in the Kung Fu school and is now trying to complete Len Yün's unsuccessful action.

When Pei Ching Yeng asked what kind of technology it was, Chien Fu replied that it was the new "tiger paw technique", derived from Chien Fu's house cat "Tiger". After the textbook on the "snake technique" was lost, Chien Fu was able to learn through observation how his cat defended itself against an attacking snake and won.
