Alex Kearney serves as a police officer in an affluent suburb of Philadelphia. He gets into an argument with a businessman. Since no one believes the later descriptions of Kearney, he is transferred to the city center.
In the new office, Kearney is assigned to police officer Dennis Curren. The partners are set on the gangster Jerome Sweet. After Kearney's friend is killed, he and Curren doggedly hunt the perpetrator. They discover that the city police chief and Sweet are smuggling drugs in stolen cars.
