Eberhard Schmiege

Eberhard Schmiege (born July 31, 1934 - † October 29, 2016 ) was a German ministerial official . From 1991 to 1993 he was State Secretary in the Ministry of Finance of Saxony-Anhalt .

Life

Schmiege worked as a ministerial official in the Lower Saxony state service and gained a reputation as a finance specialist. Until 1990 he was head of the budget, medium-term planning and financial constitution department in the Lower Saxony Ministry of Finance as ministerial director .

After the reunification and re-establishment of the East German states, he was appointed State Secretary to the Ministry of Finance on May 15, 1991 by the Prime Minister and Minister of Finance of the State of Saxony-Anhalt, Werner Münch . During Schmiege's tenure, the 14 incumbent state secretaries were granted a monthly official allowance on the basis of a special regulation in the state salary law and under the supervision of Finance Minister Wolfgang Böhmer , the payment of which, however, was not compatible with federal law. The responsible State Secretary in the Federal Ministry of the Interior , Franz Kroppenstedt , warned of this procedure in a letter dated July 22, 1991, whereupon the special payments were initially suspended from September 1992. After the unlawful reinstatement of the payments in November 1993, the case was journalistically reviewed and publicly criticized a month later in Der Spiegel magazine . The consequence was the reinstatement of the special payments. This process, known as the “footnote allowance”, was directly related to the “ salary affair ” which had already led to the resignation of Prime Minister Münch in November 1993, and put the state government under further pressure. The newly elected Prime Minister Christoph Bergner responded on December 21, 1993 by dismissing Schmieges, who then retired.
