Egon Blum (born February 8, 1940 in Höchst ) is an Austrian management consultant , designer , toolmaker , functionary and namesake for the Blum bonus .

Life and schooling

Egon Blum lives in Höchst, is married and has three daughters. He attended compulsory school.

Profession and further education

After compulsory school he completed the toolmaker's apprenticeship at Max Hermann, mechanical engineering, in Hard , which he completed in 1959 with the journeyman's examination. His inadequate training during his apprenticeship was characteristic of his commitment to improving the situation in apprenticeship training in Austria .

From 1960 to 1970 he worked as a designer and department head at Starrag , Rorschacherberg , Switzerland . In 1964 he passed the Swiss foreman examination. Subsequently, the commercial diploma for business people and various other training courses. From 1970 to 2005, Blum was head of technology and a member of the management team (areas: development, equipment design, tool and special machine construction, quality assurance and apprenticeship training) at Julius Blum in Höchst. From 1973 onwards, Blum worked in inter-company functions, particularly in relation to the initial vocational training of young people via apprenticeship or vocational middle and higher schools.

Other functions

In 1973 he was the main initiator of the establishment of the “Apprenticeship Training” working group of the VEM (Vorarlberg electrical and metal industry). He chaired this institution until 2010. Since the establishment of the State Vocational Training Advisory Board, Blum has been involved as a representative of the industry for over a decade. From 1990 to 2008 and 2010 respectively, Blum was President of the Board of Trustees of HTL Bregenz and HTL Rankweil. Between 1995 and 2008 he was a member of the “University Council of the Interstate University of Technology NTB Buchs ” in Buchs (Switzerland). From its foundation until April 2011, he was also a member of the university council of the Vorarlberg University of Education and an advisory board to Lebenshilfe Vorarlberg . As an advisory board member, he was involved in the establishment of the ÜAZ - inter-company training center Vorarlberg .

Government Commissioner

Between November 2003 and December 2008, Blum was the Federal Government Commissioner Schüssel II and Gusenbauer for “youth employment and apprenticeship training”. In connection with this activity, the Blum Bonus was developed, a funding model to support in-company apprenticeship training in Austria. With this "Blum Bonus" introduced in 2003, companies received compensation for creating additional apprenticeships. Between 2003 and 2008, more than 12,500 additional company apprenticeships are said to have been created in Austria.

Criticism of the deportation practice in Austria

Blum is clearly against the change in the legal situation made by the right-wing populist ÖVP / FPÖ government under Sebastian Kurz , whereby qualified apprentices who are asylum seekers are deported. He thinks this is a mistake. Among the asylum seekers there are many young people who have aptitude, inclination and motivation to complete an apprenticeship in a shortage occupation. You have to give them a chance because they don't take away an apprenticeship position and at the same time minimize a deficit in times of a shortage of skilled workers. I cannot understand why these young people are being withdrawn from circulation
