Ehrenfried Stelzer

Hans-Ehrenfried Stelzer (born March 26, 1932 in Bolkenhain , Silesia , † February 10, 2010 ) was a German lawyer , criminalist and colonel . From 1961 to 1989 he was an officer in special operations (OibE) in the Ministry for State Security (MfS) of the GDR and from 1968 to 1989 director of the criminalistics section of the Humboldt University in Berlin .

Life

Stelzer studied law at the Humboldt University in Berlin, then worked for the criminal police in Prenzlauer Berg and wrote his doctoral thesis. On March 15, 1957 he received his doctorate. From 1957 to 1968 he headed the Institute for Criminology of the Law Faculty of the Humboldt University in Berlin and is considered the "First Criminalist of the GDR". On January 1, 1960 he became a lecturer in criminology. The lectureship was canceled on December 31, 1961 and he switched to the Ministry of the Interior of the GDR (MdI). He received a post from the MdI for official coverage as an officer on a special mission. Stelzer's collaboration with the MfS began in 1961 in connection with the training of MfS members in the field of criminalistics at the Humboldt University. In January 1962 he was hired as an officer on a special mission.

With the creation of an independent Criminalistics Section, which emerged in 1968 from the Institute for Criminology of the Law Faculty of the Humboldt University in Berlin, the Criminology Institute of the University of Leipzig and criminal departments in Halle and Jena, he became director of the section at which the qualified criminalists for customs, police and state security have been trained. As Colonel of the MdI's Criminal Police and Prof. Dr. sc. he received the Patriotic Order of Merit in bronze on June 28, 1982 .

He published a large number of books and was editor of a volume "Criminalistics and Forensic Sciences" in 1970. From 1977 to 1986 he published four volumes "only for official use" with the title "Sozialistische Kriminalistik", volume 1 as the sole author and the subsequent volumes in an author collective.

During his time as director of the Criminalistics Section at Humboldt University, the Toxdat database was created there in 1988 . He was a member of the SED , most recently with the rank of colonel, and shortly before the fall of the Berlin Wall, he shaped the "fight against neo-fascism" in the GDR. To this end, in November 1989 he proposed an "anti-fascist coalition program" to the head of the security department in the Central Committee, Wolfgang Herger .

From 1990 he worked as a lawyer in Berlin and in the same year founded an association "International Institute for Economic Security Berlin" together with Heribert Hellenbroich .

In 2009, Stelzer was briefly appointed Managing Director of the German Institute for Investor Protection (DIAS) (2004–2011).

At the end of his life he became homeless, spent the night in a chamber of his association and was admitted to a Berlin hospital shortly before his death.

Stelzer was among other things the doctoral supervisor of Rolf Ackermann and Hansjoachim Tiedge and was friends with Frank Schumann .
