Elke Holzapfel born Götze (born February 4, 1945 in Mühlhausen / Thuringia ) is a German politician ( CDU ). She was a member of the German Bundestag from 1997 to 1998 and a member of the Thuringian state parliament from 2008 to 2019 .

Career

Holzapfel completed an apprenticeship as a stenographer at VEB Röhrenwerk Mühlhausen from 1962 to 1964 . In 1969 she acquired a qualification as a commercial clerk and then worked as a buyer for the pipe factory. From 1974 she worked as an accountant in VEB Landschafts- und Grünanlagenbau Mühlhausen and from 1990 in Landschaftsbau GmbH Mühlhausen, where she was chairwoman of the works council from 1991 to 1997.

In July 1990, Holzapfel joined the CDU and was its city association chairman in Mühlhausen from 1992 to 2007. Since 1994 she has been a member of the Mühlhausen city council and the district council of the Unstrut-Hainich district .

On November 5, 1997, Holzapfel joined the German Bundestag as a replacement for Roland Richwien , who had been appointed State Secretary in Thuringia. As in the case of the Baden-Württemberg MP Franz Romer , an election review complaint was filed against Holzapfel's successor, as Richwien and Romer's predecessor had overhanging seats. In the so-called Nachrücker ruling of February 26, 1998, the Federal Constitutional Court declared the previous practice to be unlawful, but allowed a transition period until the 1998 Bundestag elections , so that Holzapfel and Romer were able to retain their mandates up to this point.

After the general election, Holzapfel left the Bundestag again. She then worked as an authorized signatory in Leipzig from 1999 , later as an employee of Christina Tasch (MdL) and Manfred Grund (MdB).

On December 13, 2008, Holzapfel became a member of the Thuringian state parliament , replacing Thomas Kretschmer . In the state elections in 2009 and 2014 , she won a direct mandate in the constituency of Unstrut-Hainich-Kreis I. In the constituent session of the Thuringian state parliament on October 14, 2014, she called the GDR an injustice state in her speech as age president . After the state elections in 2019 , in which Holzapfel had not stood in any constituency and only in 47th place on the CDU state list, she left the Thuringian state parliament.

From 1996 to 2012, Holzapfel was Deputy Federal Chairwoman of the Women's Union and Deputy State Chairwoman of the Women's Union in Thuringia.
