Eugene Franklin Wong (born December 24, 1934 in China ) is an American computer scientist who deals with database systems.

Wong studied electrical engineering at Princeton University with a master's degree in 1958 and a doctorate in 1959. As a post-doctoral student , he was at the University of Cambridge until 1960 and researcher at IBM's Thomas J. Watson Research Center from 1960 to 1962 . In 1962 he went to the University of California, Berkeley , where he became a professor in the Faculty of Electrical Engineering and Computer Science (EECS). From 1985 to 1989 he was head of the faculty. In 1994 he retired.

In addition to database systems, he deals with stochastic processes, neural networks, and optimization algorithms. In 1980 he founded Relational Technology Inc. (later called INGRES Corporation) with Michael Stonebraker and Lawrence A. Row, a database software company. With Stonebraker he received the ACM Software System Award for Ingres in 1988 .

From 1994 to 1996 he was in Hong Kong, where he was significantly involved in setting up the Internet node for Asia as Chief Executive Officer of SuperNet Ltd. and founder of Asia Internet Holding Company. From 1998 to 2005 he was CEO, senior scientist and director of Versata Inc., a software company for distributed enterprise software, for a time.

From 1990 to 1993 he was Associate Director of the Office of Science and Technology Policy of US President George Bush . In this role, he played a leading role in promoting high performance computing (High Performance Computing Act 1991) and the computer industry, as well as in cooperation in optoelectronics between Japan and the United States. From 1998 to 2000 he was Assistant Director of the National Science Foundation for Engineering.

From 1994 to 1996 he was Vice President of Research at the Hong Kong University of Science and Technology . He advised government agencies in Hong Kong, Taiwan and Ireland. He is a Fellow of the National Academy of Engineering , the American Academy of Arts and Sciences (1999), the Association for Computing Machinery, and IEEE Fellow . He is also a member of the Academia Sinica . In 2006 he received the IEEE Founders Medal .
