Esteban worked as a teacher at the seminary in Pamplona between 1886 and 1891. From 1901 to 1904 he was rector of the seminary of Segovia and archpriest of the Cathedral of Segovia . Pius X appointed him Bishop of Orense on November 14, 1904 . In the period 1907-1908 he sat in the Senado (in his own right on behalf of the Archbishop of Santiago de Compostela). On December 16, 1920 he was appointed Archbishop of Seville . Pius XI. took him on March 30, 1925 as a cardinal priest with the titular church of San Lorenzo in Panisperna in the College of Cardinals . During the 17 years of his tenure as Archbishop of Seville, he ran into difficulties in connection with the situation in the Spanish Republic and overcoming the discrepancies between Church and State.

His relationship with the brotherhoods of Semana Santa was complicated. He forbade singing the saeta , as it was performed by professional flamenco singers and was therefore not an expression of piety for him. He also banned the presence of women in the processions, limiting their number to a maximum of 40, although their presence at the estación de penitencia was a deeply rooted custom. He also set strict guidelines on unjustified halts while the brotherhoods were moving.

On February 1, 1929, he confronted the residents of La Macarena , a district of Seville, with his decision to appoint Leoncio Martínez Sánchez Bouri as Hermano Mayor (head) of the Hermandad de la Esperanza Macarena . The candidate had to resign after objections, but he insisted on appointing him, but ultimately failed. Other Seville politicians, such as Republican Diego Martínez Barrio , with whom he met on several occasions, saw in him a person of mediation and one with whom it was easy to reach agreements to settle the relationship between church and state .

He is buried in the Cathedral of Seville .
