Stöber, son of a servant, studied after an apprenticeship in goldsmithing in Vienna at the Academy of Fine Arts , among others with Johann Christian Brand . He then went on study trips (Switzerland and the Netherlands) and settled in Speyer. There he became acquainted with the cathedral dean of Speyer, Franz Philipp Freiherr von Hutten-Stolzenberg (1731–1790), in 1786 the management of his gallery and the offer to paint a whole picture cabinet for him.

Stöber was the brother-in-law of the sculptor Franz Steinfeld the Elder (1750-1832). A relationship with the engravers Franz Xaver and Joseph Stöber (1768–1852) is not certain, but is considered likely.
