The competition consists of a qualification phase and a final phase. The qualification phase is divided into a preliminary and main round. The preliminary round will only take place if more than 16 teams register for the competition. This preliminary round is the start of the worst-placed teams according to the coefficient rankings for women's national futsal teams. The other 13 teams start the competition with the main round. The three group winners of the preliminary round then qualify for the main round. The main round is played with four groups (four teams each). The four group winners of the main round qualify for the final phase. The games of the final phase will be played according to the knockout system , starting with the semi-finals. The losers in the semi-finals play for third place.

In the preliminary and main round, the games per group are played at one venue (one country by one of the group participants). The games of the final phase will either be played in the country of one of the four participants in the final phase or at a neutral location.
