action

Galveston in the southern United States shortly after the Civil War : The citizens of the city watch with horror as one of their citizens, Charles Edward Barbour, is hanged on behalf of Roger Hale, the local civil administrator. It is the third execution this week. Hale is nothing but a corrupt traitor to the townspeople. Dozens of letters from outraged Galveston citizens have already been submitted to Hale's supervisor, Inspector General Silverman, who is based in Nashville . Major Rockwell Grayson, a Confederate veteran whose hometown is Galveston, also believes that something must be done and that Hale should be deposed. However, Silverman believes he cannot withdraw Hale without conclusive evidence and instead sends Grayson to Galveston. He is supposed to weigh Hale safe and collect evidence at the same time. It is noteworthy that the mansion in which Hale now resides once belonged to the Graysons, who were among the most influential citizens of the time. Grayson's friends, and especially Dr. Colfax are appalled to believe Grayson is supporting Hale. Only Colfax's daughter Jane, Rock's childhood sweetheart, defends him.

After Grayson has rented the city hotel, he visits his family's former estate and meets Rose Slater, who is in a relationship with Hale. Rose is a former prostitute who hopes that connecting with Hale will help her improve her social status. During his visit to the civil administrator, he made him the offer to work for him as a tax collector, since the door would not be slammed in a Grayson's nose. However, many of the city's citizens are impoverished and insolvent as a result of the previous civil war. When Grayson was at Dr. Colfax wants to collect money, Jane forces him to talk to him and pleads with him not to work for Hale anymore, which he refuses. After attending church, Grayson learns without having to work hard what Hale is planning and that he is in the process of putting confiscated goods into his own pocket, as Rosie freely admits. She shows him the Fair Oaks plantation, which will be called the Slater plantation from tomorrow, as the owners will be kicked out because taxes have not been paid.

A little later, quite surprisingly, the civil governor Silverman arrives in Galveston to get an overview. He tells Hale that he is coming on behalf of the Army Headquarters and that it is an inspection. He wants to see the books. Hale knows how to delay an inspection so that Silverman has to stay overnight. He takes Captain Kirby - the military commander in Galveston - in prayer without realizing that he is doing common cause with Hale. He made it clear to Kirby that he would fumigate unscrupulous profit hunters like Hale's seeming to be one, and then mentions Grayson's role in the whole matter and that he had sent him to gather evidence of and for Hale's embezzlement that he is cheating and blackmailing the population. Of course, Kirby immediately passes his information on to Hale and Slater.

Since Hale wants to prevent Silverman and Grayson from meeting at all costs and above all wants to get rid of Silverman, he has come up with a perfidious plan. On behalf of Graysons, he sends Silverman a written notice that he will be waiting for him at his hotel to present evidence gathered against Hale. The governor has barely entered the room when he is shot from behind. Hale's plan to blame himself for the murder of Silverman Grayson seems to be working. Grayson is injured in his escape, but manages to make his way to Fair Oaks, where he meets Rose. After he passed out, the young woman stole the slip of paper with the message that he had discovered at Silverman, rushes to Hale and demands that he appoint her as a universal heir in the event of his death, but she tells him where Grayson is. When Hale and his entourage arrive, Grayson is gone.

Jane, who has heard of Grayson's plight, is certain that he took refuge in her childhood hiding place, which is where she finds him. He tells her about the letter in which he is said to have asked Silverman to come to him so that he could prove his innocence, since the note did not come from him. Now Jane finally learns what Rock's true mission was. They assure themselves of their love, and Jane promises to wait for him no matter what. After they split up, Jane visits Rose Slater and asks her to hand over the slip proving Grayson's innocence. When Rosie refuses, Jane attacks her with a pair of scissors, forcing the surrender. As soon as Jane is gone, Grayson appears, who also wants the note. Then the door flies open and Hale and Kirby rush into the room. Rose uses the element of surprise to acquire Grayson's weapon, who runs up the stairs, pursued by Hale and Kirby. When Rose aims madly at Grayson, she catches Hale.

General Morris, charged with solving the death of General Silverman, assures the citizens of Galveston that they are well aware of the veracity of their complaints and the guilt of Capt. Kirbys and Roger Hales. From now on he will work personally for the good of the city. At the same moment Rose appears with the note that proves Hale's guilt for the Grayson-attributed murder. After Grayson's integrity is restored, he and Jane look to a future together.
