The trained banker and savings bank economist had been employed by Stadtsparkasse Wuppertal since 1954. He joined the SPD in 1966 and was a citizen representative from 1969 to 1975, city councilor from May 4, 1975 to May 14, 1982 and first deputy chairman of the SPD parliamentary group from 1977 to October 1, 1984, then on Walter Jahnke's proposal in 1978 as his successor Group leader.

In 1982 Scholz resigned his council mandate to run for the position of Wuppertal City Director , an office that Friedrich Platte had held until then . The qualification requirements for this position were the second state examination in law or many years of relevant administrative experience, which Scholz did not meet, according to his critics. In the local elections on September 30, 1984 Gerd Scholz was re-elected to the council, and on October 1, 1984 his parliamentary group again appointed him chairman. On April 18, 1988, the then mayor Ursula Kraus adopted him into political retirement.

In 1988 he moved to the board of the Stadtsparkasse Wuppertal and was a chairman from 1995 to the end of 1999. The Stadtsparkasse said goodbye to Scholz at the end of 1999 in a ceremony in the glass hall on the Johannisberg .
