Gian Luigi Berti (born May 16, 1930 in Borgo Maggiore ; † February 26, 2014 ) was a San Marinese politician. He was Capitano Reggente (head of state) and held various ministerial posts.

Berti was a lawyer by profession. He joined the Partito Democratico Cristiano Sammarinese (PDCS) in 1954 and was one of the co-founders of the party's youth organization. In the early seventies he was political secretary (Segretario Politico) of the party and in 1974 became chairman of the Central Council (Presidente del Consiglio Centrale) of the PDCS.

Berti was a member of the Consiglio Grande e Generale , San Marino's parliament , for nine legislative terms from 1955 to 1998 . In 1959 he became Minister of Labor and Industry (Deputato per l'Industria e il Lavoro) in the government formed by PDCS and Partito Socialista Democratico Indipendente Sammarinese (PSDIS ) . After the resignation of Interior and Finance Minister Marino Waldes Franciosi in October 1960, he temporarily took over his department. At the end of 1961 the department was divided into the Ministry of the Interior and the Ministry of Finance. Berti became Minister of the Interior and was also given responsibility for labor, crafts and trade. (Segretario di Stato per gli Affari Interni e Deputato per il Lavora, l'Artigianato e il Commercio) .

Berti also headed the Ministry of the Interior in the following legislative period until he resigned for health reasons on December 27, 1968. After the parliamentary elections in 1969, he became Minister of Justice (Deputato per la Giustizia) . In March 1973 there was a reshuffle of the cabinet. The PSDIS, which had formed a coalition with the PDCS since 1955, left the government and was replaced by the Partito Socialista Sammarinese (PSS) and the Movimento Libertà Statuarie (MLS). Berti became Foreign Minister (Segretario di Stato per gli Affari Esteri e Politici) and remained so after the parliamentary elections in 1974. During the cabinet reshuffle in 1976, he left the government.

From 1988 to 1997 Berti was the representative of San Marino in the parliamentary assembly of the Council of Europe . From October 1, 1993 to October 1, 1994 he was together with Paride Andreoli Head of State (Capitano Reggente) of San Marino.
