At the PLI party congress in January 1953, an economic program was passed that had been largely developed by Malagodi and which turned out to be contrary to Nicolò Carandini's social reformist approaches . He also dealt with economic issues in parliament and was vice-chairman of the parliamentary advisory commission for the introduction of new taxes between October 1953 and June 1958.

In May 1961 he also became chairman of the PLI parliamentary group in the Chamber of Deputies and held this position until January 1971.

In 1972 he was elected chairman of the PLI and thus the successor to Vittorio Badini Confalonieri . He held the office of chairman of the PLI until 1980.

Minister and Senate President

Prime Minister Giulio Andreotti appointed him on June 26, 1972 as Minister of the Treasury in his second cabinet, of which he was a member until July 7, 1973.

After leaving the Chamber of Deputies, he was elected a member of the Senato della Repubblica (Senate) on June 20, 1979 and was a member of it until his death. Between June 1979 and June 1983 he was vice-chairman and then until October 1983 chairman of the Misto parliamentary group , which consisted of the PLI, Partito Radicale , South Tyrolean People's Party (SVP), Union Valdôtaine and independent senators.

Between 1982 and 1989 he was again President of the Liberal International. Malagodi was also chairman of the PLI parliamentary group in the Senate from October 1983 to October 1985, after the PLI split from the Misto parliamentary group .

On April 22, 1987, he finally succeeded Amintore Fanfani as President of the Senate , but held this office for only a few weeks until July 1, 1987. At almost 83 when he took office, he became the oldest Senate President in Italy to date.
