Héctor Escobar Serrano

Héctor Escobar Serrano (born August 14, 1904 in Tejutla , Chalatenango Department ; † 1986 ) was a Salvadoran diplomat .

Life

Héctor Escobar Serrano was married to Matilde García de Escobar. Serrano studied at UNAM , where he received his doctorate in law . In 1937 he received a professorship in public law , law at the University of El Salvador (UES). In 1927 he joined the foreign service and became an attaché in Berlin . From 1930 to 1934 he was a judge in a criminal court of first instance in San Salvador. In March 1934 he was a delegate to the first conference of the Amistad Centro-americana (Central American Friendship) in Guatemala City . From 1934 to 1937 he was envoy to Tegucigalpa . From 1937 to 1939 he was envoy to Mexico City . In 1939 he was a member of a constituent assembly in San Salvador. From 1940 to 1947 he was accredited as envoy extraordinary and ministre plénipotentiaire in Havana , Guatemala City and Santo Domingo . From 1947 to 1950 he was ambassador to Mexico City and participated in the Inter-American Conference in Chapultepec . From January 12, 1951 to 1960 he was ambassador to Madrid and from 1952 was also accredited to Cairo , Rabat , Andorra and the Holy See .

From July 19, 1962 to July 19, 1965 he was Foreign Minister in the government cabinet of Julio Adalberto Rivera Carballo .
