H. Allen Holmes

Henry Allen Holmes (born January 31, 1933 in Bucharest ) is an American diplomat who served as Ambassador to Portugal between 1982 and 1985 , Assistant Secretary of State for Political-Military Affairs at the US State Department from 1985 to 1989 and between 1993 and Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict at the US Department of Defense in 1999 .

Life

After attending school, Henry Allen Holmes completed an undergraduate degree at Princeton University , which he completed in 1954 with a Bachelor of Arts (BA). He then served in the US Marine Corps (USMC) between 1954 and 1957 and then studied abroad at the University of Paris from 1957 to 1958 . After his return he joined the service of the US State Department and was initially a research analyst for secret services between 1958 and 1959 and consular and policy advisor at the Embassy in Cameroon from 1959 to 1961 . On his return he was Speaker from 1961 to 1963 at the State Department and in 1963 briefly assistant on the staff of the Under Secretary for Political Affairs ( Under Secretary of State for Political Affairs ) , W. Averell Harriman . After he was political advisor at the embassy in Italy between 1963 and 1967 , he worked again as an advisor in the Ministry of Foreign Affairs from 1967 to 1970. After being the Ambassador's Permanent Representative to Italy from 1977 to 1979, Holmes served as Principal Deputy Assistant Secretary of State for European Affairs at the Ministry of Foreign Affairs between 1979 and 1982 . On October 15, 1982, he replaced Richard J. Bloomfield as Ambassador to Portugal and remained in this post until June 26, 1985, when Frank Shakespeare succeeded him. He himself was then appointed on July 19, 1985, as the successor to John T. Chain Jr., initially head of the Department for Politico-Military Affairs ( Director of the Bureau of Politico-Military Affairs ) in the US State Department and took over from April 14 1986 the title of Assistant Secretary of State for Political-Military Affairs . He held this post until August 8, 1989 and was then replaced by Richard Clarke .

Afterwards, H. Allen Holmes held the post of Ambassador-at-Large for burden-sharing from December 10, 1989 to February 5, 1993 . As the successor to James R. Locher he was finally on 18 November 1993 Head of the Unit for Special Operations and conflict low intensity Assistant Secretary of Defense for Special Operations and Low-Intensity Conflict in the US Department of Defense and held that post until 30 April 1999. whereupon Brian E. Sheridan became his successor.

Holmes, who was also involved in the American Academy of Diplomacy and the Council on Foreign Relations , taught as a professor at Georgetown University . His marriage to Marilyn J. Holmes had a son and a daughter.
