The Haqqani network is a militant Islamist terrorist organization in Afghanistan and Pakistan . It is blamed for numerous deadly attacks in Afghanistan.

It was founded by Jalaluddin Haqqani and has been led by his son Siradschuddin Haqqani since 2014 , belongs to the Taliban and is allied with Al-Qaeda . It is believed that Siradschuddin Haqqani belongs to the top Taliban leadership, the Quetta Shura , and has particularly close ties to the Pakistani intelligence agency Inter-Services Intelligence (ISI). Pakistan is not taking action against the network, with reference to its military capacities at full capacity. The main base of the network, a kind of miniature state with its own courts of law, tax authorities and madrassas , is said to be in the Pakistani city of Miranshah .

The network has close links with the Islamic Jihad Union .

2011

According to the US Ambassador to Kabul, Ryan Crocker , the Haqqani network was responsible for the 2011 attack on the Intercontinental Hotel in Kabul on the night of June 29, 2011, in which 21 people were killed. In addition, six network attackers are said to have attacked NATO headquarters and the US embassy in Kabul on September 13 and 14, 2011 from a shell . In the 20-hour battle, including the attackers, 27 people were killed.

According to US Chief of Staff Mike Mullen , network fighters were responsible for the attack on the Intercontinental Hotel, a car bomb attack on September 11, 2011, and the attack on the US embassy. In the attack on the embassy, ​​he said, a member of the Haqqani network was arrested in addition to a Taliban fighter. He also accused the Pakistani secret service Inter-Services Intelligence (ISI) of having supported the attacks in planning and implementation. The network then published a denial on its website. According to ISAF, on September 27, Haji Mali Khan , Sirajuddin Haqqani's uncle, was arrested in southeastern Afghanistan. It is said to be the highest ranking commander of the network in Afghanistan.

On October 3, 2011, the BBC published an interview with Sirajuddin Haqqani. In it he claims that his group is not responsible for the attack on Burhānuddin Rabbāni and is not controlled by Pakistan.

On October 5, the National Security Directorate announced that six members of the network had been arrested. The people, including a bodyguard Karzai, three students and a university professor, had planned the murder of Hamid Karzai .

According to the Pakistani government, a US drone killed four members of the Haqqani network in Miranshah on October 13 . A leader responsible for logistics is said to have been among them. According to the US government, Janbaz Zadran (aka Jamil) was killed in northern Waziristan on the same day . Zadran is said to have been the highest-ranking Haqqani member killed to date. No information was given about the circumstances of death.

2012

The Afghan Interior Minister Besmillah Mohammadi and the Afghan secret service blamed the network for the attacks in Afghanistan on April 15, 2012 . Several of its members have been arrested. At least 47 people were killed in attacks on military bases, embassies and government buildings. The US Ambassador Ryan Crocker also assumed that the Haqqani network was authorship. According to him, they planned the attack from Pakistan.

At the end of August, the ISI and the Afghan secret service announced the death of Badruddin Haqqani in a drone attack in North Waziristan. Jalaluddin Haqqani's son is said to have been a senior leader of the network. The Taliban denied the information.

On September 7th, the US government officially classified the Haqqani network as a foreign terrorist organization. Until then, she waived this classification because she feared a disruption of the peace efforts in Afghanistan. Senior members of the organization said the decision meant that the US government " does not take the peace efforts in Afghanistan seriously ". They also threatened that the situation of Bowe Bergdahl , a US officer who was abducted by extremists in 2009, would deteriorate.

The Pakistani government banned the network on January 22nd, 2014 and announced " immediate steps " - such as account suspensions.
