After his return from the USSR he was from 1959 to 1961 navigation officer in the mine-laying and clearing department and then until 1962 senior officer for navigation and senior engineer in the training command of the People's Navy . This was followed by two brief assignments as chief of staff and navigation officer of the submarine hunting department of the 4th flotilla in Warnemünde and as chief of staff of the light torpedo speedboat brigade of the 6th flotilla on Rügen . From 1963 to 1965 he was himself chief of the torpedo speedboat brigade of the 6th Flotilla. From 1965 to 1968 he studied at the Naval War Academy of the Soviet Union and graduated as a military scientist.
After his return from the USSR he was again chief of the torpedo speedboat brigade of the 6th Flotilla until 1971 and then from 1971 to 1974 deputy chief and chief of staff of the 6th Flotilla. On December 1, 1974, as captain at sea, he was himself the commander of the flotilla and thus successor to captain at sea Theodor Hoffmann . As part of the celebrations for the 31st anniversary of the GDR, he was appointed Rear Admiral on October 7, 1980 . After eight and a half years in command, he was replaced on May 1, 1983 by Captain Eberhard Grießbach as head of the 6th Flotilla.
Rear Admiral Dönitz himself became deputy chief for training and head of the department for combat training in the command of the People's Navy .
