Hans Matter

Hans Matter (born December 7, 1944 , legal resident in Engelberg ) is a Swiss politician ( CSP Obwalden ).

The trained banker and former mayor of Alpnach was in 1996 by the rural community in the Governing Council of the Canton of Obwalden selected. He headed the building and spatial development department and deputy head of the finance department. He was elected Landammann in 2005 and 2009 .

After 13 years as a member of the government and only three months in his second term as Landammann, Matter announced his resignation from the cantonal government on September 10, 2009. This was preceded by criticism of the work of the building and spatial development department he headed. After the floods in 2005 , the department was under great pressure, particularly due to the necessary renovation of the heavily damaged Obwalden canton school and the planning for a flood protection project. The renovation of the school buildings was delayed and cost 6 million francs more and the costs for the flood protection project rose from the originally estimated 47 million francs to 76.5 million francs. Matter justified his resignation with the allegations made against him and his department and also cited health reasons.

Hans Matter left the government council on September 30, 2009. For the remainder of the term of office, Ms. Esther Gasser Pfulg took over the duties of Landammann, while government councilors Hans Wallimann and Niklaus Bleiker took over the management of the building and spatial development department until the new member of the government took office . In the replacement election on November 29, 2009, Paul Federer ( FDP ) won out against Martin Odermatt ( SVP ) with 6,876 to 6,639 votes. He took office on February 1, 2010. The cantonal councilor elected Esther Gasser Pfulg, who took office on February 1, 2010 and thus only had a five-month official term of office until the end of the term of office on June 30, 2010, to succeed her as mayor.

Matter retained his seat as board member of the Obwaldner Kantonalbank even after his resignation.

Although there had previously been calls for resignation from the ranks of the CVP and SVP Obwalden, Matter's resignation came unexpectedly, the "news hit like a bomb." Even the members of the government council had been informed only a few minutes before the cantonal council meeting. In the relevant registers of Obwalden Landammänner from 1303 to 2012 there is no case recorded in which a Landammann resigned during his year in office.
