After attending school, Aksay resigned in the armed forces in 1965 and first attended the Air Force School and then from 1967 to 1969 the Air Force Officer's School ( Hava Harp Okulu ) before completing his training as a pilot . He then found various uses in the air force and took part, among other things, in 1974 in the occupation of the north of the island of Cyprus by Turkey.

After he attended the Air Force Academy ( Hava Harp Akademisi ) between 1979 and 1981 , he became a staff officer and then commanding officer for flight training of the 141st Kurt Squadron in Akıncı and then an officer in the coordination department in the operational command of  the air force. After serving as a military attaché at the embassy in Canada , he became a control officer and chief of operations at the 6th Air Force Base Command in Bandırma and then head of the Operations Department of the 2nd Tactical Air Force Command in Diyarbakır .

After studying at the Academy of Armed Forces ( Harp Akademisi ), he was promoted to Brigadier General in 1994 , as well as commander of the 8th Air Force Base Command in Diyarbakır and then deputy head of the Air Force Operations Department for the overall operational plan.

After his promotion to major general in 1998 he was first deputy commander of the 2nd Tactical Air Force Command in Eskişehir and then head of the Air Force Operations Department.

In 2002 Aksay was promoted to lieutenant general and commander of the Air Force Training Command ( Hava Eğitim Komutanlığı ), then commander of the 1st Tactical Air Force Command in Diyarbakır and the Combined Air Operations Command. After he was then head of the Air Force Evaluation and Audit Department , he became Chief of Staff of the Air Force.

Aksay was promoted to general in 2007 and appointed commander of the Academy of Armed Forces. On September 25, 2009 he was appointed to succeed General Aydoğan Babaoğlu as commander of the Turkish Air Force ( Hava Kuvvetleri Kurmay Başkanı ). He held this office until July 29, 2011 and then resigned together with the Chief of General Staff Işık Koşaner and the commanders of the other branches of the armed forces. The reason for the resignation were differences of opinion between the army leadership and Prime Minister Recep Tayyip Erdoğan .
