Helge Rognlien

Helge Rognlien (* 14. January 1920 in Oslo ; † 15. July 2001 ) was a Norwegian politician of the left-liberal Venstre , the 1946-1948 chairman of the youth organization Unge Venstre , 1970-1971 Minister of Local Government and Labor in the government of Prime Minister Per Borten and was chairman of Venstre between 1972 and 1974 .

Life

Rognlien, son of the magistrate ( Sorenskriver ) Bjarne Randers Rognlien and the teacher Marit Hakoen, began studying law after attending school in 1938 , which he graduated in 1945 as Candidatus juris (Cand. Jur.). In 1946 he was the successor to Adolf Sandbo chairman of the student association DNS ( Det norske Studentersamfund ) and handed over this function to Svenn Stray in 1947 .

After completing his studies, he began his professional career in 1946 as a secretary in the Ministry of Justice and, between 1946 and his replacement by Olaf Kortner, was chairman of the Unge Venstre , the youth association of the Venstre , as the successor to Aasmund Næs . During this time he was also assistant judge (Dommerfullmektig) at the district court ( Tingrett ) in Hallingdal in 1947 .

Then Rognlien was between 1949 and 1952 secretary to an alderman of the municipality of Bærum and then from 1952 to 1960 lecturer at the municipal and social school. In the mid-1950s he began his political career in local politics and was a member of Bærum's municipal council for the first time from 1955 to 1960.

In 1960 he himself became an alderman for social affairs (Sosialrådmann) of the municipality of Bærum and held this position until 1967. He was also a member of the provincial parliament ( Fylkesting ) of Fylke Akershus between 1963 and 1975 . After finishing his work as head of social affairs, he became a member of the Bærum Municipal Council again in 1967 and was a member of it until 1979.

At the same time, between 1966 and 1973 he was a member of the five-person Nobel Committee appointed by Storting , which awards the Nobel Peace Prize.

Judge, Minister and Chairman of the Venstre

In 1967, Rognlien became president of the newly founded Insurance Court (Trygderetten) , which deals with proceedings against the labor and social administration NAV (Ny arbeids- og velferdsforvaltning) and the Insurance Act (Folketrygdloven) . He held this judicial office until 1972.

On August 29, 1970, he was appointed as the successor to his party friend Helge Seip by Prime Minister Per Borten as Minister for Communal Affairs and Labor (Kommunal- og Arbeidsminister) in his government and held this ministerial office until the end of Borten's term of office on March 17, 1971.

As the successor of Seip, who had resigned from Venstre in protest against the Eurosceptic course and became the founding chairman of the newly founded Det Nye Folkepartiet (DNF) advocating Norway's accession to the European Economic Community (EEC) , Rognlien became chairman of Venstre in 1972. He held the office of party chairman until 1974 and was then replaced by Eva Kolstad .

At the same time, Rognlien became a judge in 1972 at the district court (Herredsrett) responsible for the municipalities of Asker and Bærum and held this position until he retired in 1989.
