Government braids

In the parliamentary elections of September 13, 1965 , Gerhardsen's Arbeiderpartiet suffered a defeat and received only 43.1 percent (1961: 46.8 percent) and 68 seats (1961: 74). Then, on October 12, 1965, Per Borten from the Senterpartiet formed a coalition government with the participation of Høyre (H), Kristelig Folkeparti (KrF) and Venstre (V). The governing coalition had 49.5 percent of the vote and, with 80 of the 150 seats in the Storting , a clear absolute majority.
In the parliamentary election on September 8, 1969 , the opposition workers' party was able to gain significantly and had 74 seats (46.5 percent). At the same time, the People's Socialist Party lost so much that it missed re-entry into parliament. This confirmed the bourgeois majority from Høyre, Kristelig Folkeparti, Senterpartiet and Venstre with a total of 76 seats (48.9 percent). The Borten government remained in office. In order to avoid a stalemate between the left and right camps in the future, it was decided to enlarge the parliament by five seats from 1973.
In the spring of 1971 there was a government crisis due to the parties' differing views on the government's European policy and the question of possible accession to the EC .
