In the parliamentary elections of September 13, 1965 , Gerhardsen's Arbeiderpartiet suffered a defeat and received only 43.1 percent (1961: 46.8 percent) and 68 seats (1961: 74). Then, on October 12, 1965, Per Borten from the Senterpartiet formed a coalition government with the participation of Høyre (H), Kristelig Folkeparti (KrF) and Venstre (V). The governing coalition had 49.5 percent of the vote and, with 80 of the 150 seats in the Storting , a clear absolute majority.

This confirmed the bourgeois majority from Høyre, Kristelig Folkeparti, Senterpartiet and Venstre with a total of 76 seats (48.9 percent). The Borten government remained in office.
