Helmut Leonhardjoy (born September 2, 1932 in Gladbach-Rheydt (now Mönchengladbach ), † November 14, 2008 in Mönchengladbach) was the senior city ​​director of a major German city until his death .

Life and work

Joy was born in the district of Geistenbeck (Reststrauch) as the son of Johannjoy and Elisabethjoy (née Jansen). He first attended elementary school in Rheydt-Tipp from 1939 to 1943 and then the grammar school in Rheydt-Odenkirchen , which he left with the final exam on March 7, 1953. He studied law in Cologne from 1953 to 1957 and graduated on March 1, 1957 with the first legal state examination in Düsseldorf . After his legal clerkship , he passed his second state examination on August 8, 1961.

After a short excursion into the private sector at Deutsche Bank AG , Mönchengladbach branch, he was employed as an assistant at the Federal Ministry for Economic Cooperation in Bonn with effect from November 15, 1961 , where he was appointed government assessor on June 29, 1963 .

On August 1, 1964 ,joy moved to the city administration of the then still independent city of Rheydt , where he headed the legal office as city assessor. On March 26, 1965, he was appointed City Councilor. Two years later, he also took on the role of an assistant deputy with a wide range of responsibilities (statistical office, school administration office, public relations office, secretariat for the city director). On March 16, 1967 ,joy was appointed to the city council.

On August 16, 1968, at the age of 35, he was elected City Director of Rheydt. As a main administrative officer, he was the youngest head of administration in a major German city.

As part of the municipal reorganization (amalgamation of the cities of Rheydt and Mönchengladbach and the municipality of Wickrath by the Düsseldorf Act ), in 1974, he was appointed acting head of administration. At the same time, the former Prime Minister of North Rhine-Westphalia and honorary citizen of the city of Mönchengladbach, Dr. Franz Meyers (CDU) appointed. Their joint work led to the administrative enforcement of the regional reform on January 1, 1975. With effect from this point in time ,joy was appointed as the representative for the performance of the duties of the senior city director for the new city of Mönchengladbach.

On May 23, 1975, Freuen was elected as the first senior city director of the newly formed city of Mönchengladbach. He was finally re-elected for a further eight years on December 3, 1986.

From 1994 to 2002 he was the managing director of the "GEM Society for Recyclable Materials Collection, Recyclable Recycling and Disposal Mönchengladbach mbH".

From July 1, 2002 until his death, he worked as a lawyer at the law firm Dr. Peter Backes and Partner in Mönchengladbach.

In 1978 ,joy was significantly involved in the creation of the "Grenzregio Rhein-Maas", today's " euregio rhein-maas-nord ".

Joy had been a member of the SPD since 1967 . In 1970 he returned his party membership card. After that he was a member of the CDU until his death .
