Düsseldorf Law is the short name for the law for the reorganization of the municipalities and districts of the Mönchengladbach / Düsseldorf / Wuppertal area of September 10, 1974. The law changed the municipal area structure in the area of ​​today's Mettmann, Rhein-Kreis Neuss and Viersen as well as the Independent cities of Düsseldorf, Mönchengladbach, Remscheid, Solingen and Wuppertal are newly regulated. Previously, some communities in the area of ​​the previous Grevenbroich and Kempen-Krefeld districts had already been merged.

The Grevenbroich district was expanded to include the previously independent city of Neuss , which became a district town, and was given the name of District Neuss . The district seat of the Kempen-Krefeld district , which was expanded to include the Niederkrüchten community , was moved to Viersen and the district was renamed Viersen . The district of Düsseldorf-Mettmann was named Kreis Mettmann and was expanded to include the city of Langenfeld (Rhineland) .

On March 19, 1974, the state government introduced a draft law to the reorganization of the municipalities and districts of the reorganization area Mönchengladbach / Düsseldorf / Wuppertal in the state parliament .

The draft was discussed on April 4, 1974 in the first reading. For the second reading, the responsible committee recommended, in addition to a number of border adjustments, in particular the following changes compared to the state government's draft:

  • incorporate the Bedburdyck community into Jüchen instead of Grevenbroich (§§ 4, 7 of the recommendation for a resolution);
  • to incorporate the Hüls district of the city of Kempen into the city of Krefeld (Section 9 of the recommendation for a resolution);
  • not to integrate the city of Erkrath (except Unterbach) and the community of Hochdahl into the city of Düsseldorf, but to merge them into an independent city belonging to the district (§§ 10, 15 of the recommendation for a resolution);
  • not to incorporate the city of Wülfrath into the city of Wuppertal (Section 13 of the recommendation for a resolution);
  • incorporate the community of Hösel into Ratingen instead of Heiligenhaus (Section 14 of the recommendation for a resolution);
  • not to integrate the city of Langenberg into the city of Velbert (Section 16 of the recommendation for a resolution);
  • to relocate the seat of the district of Kempen-Krefeld to Viersen and to rename the district accordingly to the district of Viersen (Section 23 of the recommendation for a resolution);
  • rename the Düsseldorf-Mettmann district to the Mettmann district (Section 25 of the recommendation for a resolution).

The second reading took place on June 12, 1974. The following amendments were put to the vote:

  • To leave Hüls at Kempen;
  • to include the Baumberg district of the city of Monheim instead of incorporating it into Düsseldorf with Monheim in the new city of Langenfeld;
  • to merge the municipalities of the Angerland office instead of dividing them into the surrounding cities of Düsseldorf, Duisburg, Mülheim an der Ruhr, Heiligenhaus and Ratingen to form a new city of Angerstadt ;
  • to leave the community of Niederkrüchten with the district of Heinsberg instead of being incorporated into the districts of Kempen-Krefeld or Viersen;
  • to keep the seat of the district of Kempen-Krefeld in Kempen and to rename the district to district of Kempen ;
  • to keep the municipality of Wickrath as an independent municipality and not to include it in the city of Mönchengladbach;
  • to leave the city of Neuss independent and not to be incorporated into the Grevenbroich district;

Five of these requests were clearly rejected. On applications relating Anger city and the county freedom of Neuss one each was Hammelsprung performed. Both applications were accepted, the district freedom of the city of Neuss with a majority of only one vote.

The third reading took place on July 10, 1974. In order to prepare for it, the committee proposed the following changes to the voting status after the second reading in its recommendation for a resolution, in addition to further limit adjustments:

  • to divide the city of Meerbusch into the cities of Krefeld (Ossum-Bösinghoven, Lank-Latum, Nierst and Langst-Kierst) and Düsseldorf (remaining city area) (§§ 9, 10 of the recommendation for a resolution);
  • to incorporate not only Monheim-Baumberg, but also Monheim-Mitte into the city of Düsseldorf (Section 10 of the recommendation for a resolution);
  • not to form the Angerstadt and instead to incorporate Breitscheid to Mülheim an der Ruhr, Angermund to Duisburg and Lintorf, Hösel and Eggerscheidt to Ratingen (§§ 10, 11, 13 of the recommendation for a resolution);
  • To merge Neviges and Langenberg with Velbert and not to incorporate Neviges into Wuppertal (§§ 12, 15 of the recommendation for a resolution);
  • encircle the city of Neuss, rename the Grevenbroich district as the Neuss district and relocate the district administration to Neuss (Section 23 of the recommendation for a resolution).

In addition, the following amendments were tabled:

  • to preserve the city of Meerbusch;
  • to leave the city of Neuss independent;
  • incorporate the city of Angermund into Düsseldorf instead of Duisburg and the municipality Breitscheid into Ratingen instead of Mülheim an der Ruhr;
  • To leave Hüls near Kempen and not to incorporate it into Krefeld;
  • Incorporate Erkrath and Hochdahl to Düsseldorf;
  • To merge Monheim-Baumberg and Monheim-Mitte with Langenfeld;
  • to relocate the border between Ratingen and Mülheim an der Ruhr in the area of ​​the previous municipality of Breitscheid;
  • Neviges (without Tönisheide and Richrath) to be incorporated into Wuppertal;
  • Wülfrath (excluding Rohdenhaus, Flandersbach and Rützkausen) to be incorporated into the city of Wuppertal;
  • To incorporate Gruiten and the north of Haan to Wuppertal;
  • To incorporate Haan into Solingen;
  • Integrate Langenfeld-Wiescheid into Solingen;
  • to leave the district administration of the district of Kempen-Krefeld in Kempen and to name this district of Kempen ;
  • To form Angerstadt;
  • To include Erkrath-Unterbach in the new city of Erkrath and not to integrate it into Düsseldorf;
  • To leave Niederkrüchten with the district of Heinsberg;

The applications for the integration of Angermund into Düsseldorf and von Breitscheid into Ratingen were accepted; This made the formation of the Angerstadt and the relocation of the border between Ratingen and Mülheim within Breitscheid obsolete. The other amendments were all rejected.

With a view to the dissolution of the city of Meerbusch, the law was declared null and void by a judgment of the Constitutional Court of September 13, 1975, after it had previously suspended execution by means of an injunction. As far as the city of Monheim was incorporated into the city of Düsseldorf, it was declared unconstitutional by a judgment of the Constitutional Court of December 6, 1975.

The state government then made another attempt to divide the city of Meerbusch into the cities of Krefeld and Düsseldorf; Monheim-Mitte and Monheim-Baumberg were to be merged with Langenfeld. The merger of (remaining) Monheim with Langenfeld has already been recommended for rejection by the responsible committee with a majority of one vote. In the second reading in the state parliament, the dissolution of the city of Meerbusch was also dropped. In the third reading on May 20, 1976, the motion to divide the city of Meerbusch and to incorporate the city of Erkrath into the city of Düsseldorf was rejected by a clear majority, one such, only to dissolve Meerbusch, with 92 votes in favor against 94 against.
