The law on the reorganization of the district of Kempen-Krefeld and the independent city of Viersen of December 18, 1969 ended the first phase of the regional reform in North Rhine-Westphalia and reorganized the structure of the municipality in today's district of Viersen and the city of Meerbusch with effect from January 1, 1970.

Starting position and result

The previously 32 municipalities in the Kempen-Krefeld district , a municipality in the Grevenbroich district and the previously independent city of Viersen were merged to form 9 new municipalities, one of which was incorporated into the Grevenbroich district. The city of Viersen lost its district freedom.

Legislative process

The basis of the deliberations was a draft law by the state government, which it introduced to the state parliament on June 24, 1969. This was justified on July 2, 1969 in the first reading together with the law on the reorganization of the Ennepe-Ruhr district and the law on the reorganization of the Wiedenbrück district and parts of the Bielefeld district by Minister of the Interior Willi Weyer and without discussion in the committee for administrative reform transferred.

For the second reading, the committee submitted its report with a recommendation for a resolution, which in many cases suggested different boundaries.

The changes were as follows:

  • the municipality of Bracht is fully integrated into the municipality of Brüggen; the border to Nettetal was moved further in the direction of Kaldenkirchen (§ 3 of the draft)
  • the allocation of parts of the area from Bracht to the city of Nettetal is omitted; A few more plots from the Grefrath community are allocated (Section 4 of the draft)
  • the merger of Grefrath and Oedt is named Grefrath instead of Niersburg; From the community of Hinsbeck, some less plots will be incorporated (§ 5 of the draft)
  • the city of Kempen (Niederrhein) and Hüls remain undivided, the incorporation of land according to Tönisvorst does not take place, instead areas of the municipality of St. Tönis and larger areas of the municipality of Vorst are integrated into the new city of Kempen (Section 6 of the draft)
  • the parish of St. Tönis is not fully integrated into the parish of Tönisvorst; A smaller area is incorporated from the community of Anrath; the incorporation of parts of the area of ​​Kempen and Hüls is omitted (Section 7 of the draft)
  • A smaller area than planned from the municipality of Vorst is incorporated into the city of Willich; A larger area from the municipality of Willich is incorporated into the city of Krefeld (Section 8 of the draft)

These were presented and justified by the reporter Heinz Dunkel at the 2nd reading of the state parliament ; this was followed by the debate. Amendments by the CDU parliamentary group regarding the incorporation of Hüls into Krefeld and by members of the SPD to renounce the reorganization of the city of Meerbusch were rejected. The acceptance in the second reading was immediately followed by the third reading, in which the draft was finally adopted.

§ 3 Brüggen municipality

Formation of a new municipality of Brüggen from the municipalities of Bracht and Brüggen as well as some properties of the city of Kaldenkirchen and the municipality of Breyell

§ 4 City of Nettetal

Formation of a new city Nettetal from

  • the towns of Kaldenkirchen and Lobberich (without Klinkhammer ),
  • the communities of Breyell , Hinsbeck and Leuth ,
  • the residential area Kölsum of the city of Süchteln,
  • some properties of the city of Dülken and the communities of Amern, Boisheim, Brüggen and Grefrath

Formation of a new municipality Grefrath from

  • the communities Grefrath and Oedt ,
  • the residential area Flöthütte of the city of Süchteln,
  • the Hübeck and Schlibeck residential areas , including those that belonged to the Hinsbeck community,
  • some properties of the city of Lobberich and the municipality of Vorst

§ 6 City of Kempen

Formation of a new city Kempen from

  • the city of Kempen ,
  • the communities of Hüls , Schmalbroich , St. Hubert and Tönisberg ,
  • the districts of Schmalendorf and Unterweiden in the municipality of St. Tönis,
  • some properties of the municipality of Vorst

§ 7 Municipality of Tönisvorst

Formation of a new community Tönisvorst from the communities St. Tönis and Vorst as well as land from the communities Anrath, Neersen and Oedt

§ 8 City of Willich

Formation of a new town Willich from the communities Anrath , Neersen , Schiefbahn and Willich and land from the communities Vorst and Osterath; Reclassification of the Holterhöfe district and the Deutsche Edelstahlwerke area from the municipality of Willich to the city of Krefeld

§ 9 City of Meerbusch

Formation of a new city Meerbusch in the Grevenbroich district from the municipalities of Büderich (Grevenbroich district), Osterath and the Lank district with the municipalities of Ilverich , Langst-Kierst , Lank-Latum , Nierst , Ossum-Bössinghoven and Strümp as well as some properties in the Willich municipality.
