Law on the reorganization of the district of Euskirchen

Through the law on the reorganization of the district of Euskirchen of June 10, 1969, the municipalities of the then district of Euskirchen were restructured as part of the regional reform in North Rhine-Westphalia .

Starting position and result

Before the territorial reform, the district comprised 4 unofficial municipalities (city of Euskirchen, city of Bad Münstereifel, city of Zülpich, municipality of Kommern) and 67 municipalities belonging to an office in 11 offices. The reform reduced this number to 6 municipalities free of public offices.

The following were roughly summarized:

  1. the city of Zülpich and the offices of Sinzenich and Zülpich-Land to form a new city ​​of Zülpich
  2. the offices of Friesheim, Gymnich, Lechenich and Liblar to form a new city ​​of Erftstadt
  3. the office Weilerswist-Lommersum to a new municipality Weilerswist
  4. the city of Euskirchen and the offices of Frauenberg and Kuchenheim to form a new city ​​of Euskirchen
  5. the city of Bad Münstereifel and the Münstereifel-Land office to form a new city ​​of Bad Münstereifel
  6. the municipality of Kommern and the Amt of Satzvey-Wachendorf-Enzen to form a new municipality of Veytal

The municipality of Straßfeld was incorporated into the newly formed municipality of Swisttal in the Rhein-Sieg district by the Bonn Act on the same day and thus left the district. Two communities in the Schleiden district ( Hohn and Nöthen ) and one in the Düren district ( Wissersheim ) came to the district area.

Legislative process

The law was based on a bill by the state government, which it introduced to the state parliament on September 3, 1968. This should come into force on January 1, 1969. The 1st reading took place on October 2nd, 1968; in it the draft was referred to the responsible committee for administrative reform.

For the second reading on April 22, 1969, the committee presented its report and a recommendation for a resolution. This was explained and justified by the rapporteur Egbert Möcklinghoff to the plenary. It provided for the following deviations from the state government's draft law:

  • Assignment of Frauenberg to the new town of Euskirchen instead of Zülpich
  • Allocation of Enzen to the new municipality of Veytal instead of Zülpich
  • Removal of the Liblar office from the new city of Erftstadt, which was to be called Lechenich instead, and the formation of a community Liblar , assignment of Wissersheim to the city of Lechenich
  • Comes into force on July 1, 1969

An amendment by the SPD and FDP parliamentary groups to include Enzen in the city of Zülpich and the Liblar office in the new city of Erftstadt was accepted by the state parliament.

The version decided in this way was editorially revised by the committee for the 3rd reading and adopted by the state parliament on May 13, 1969 with two votes against. The law, which was drawn up on June 10, 1969 and promulgated on June 20, 1969, entered into force on July 1, 1969 as intended.

Summary of the individual provisions

§ 1 City of Zülpich

The following were merged to form the new town of Zülpich :

The city of Zülpich became the legal successor to the dissolved offices of Zülpich-Land and Sinzenich .

§ 2 City of Erftstadt

The following were merged to form the new city of Erftstadt :

The city of Erftstadt became the legal successor to the dissolved offices of Friesheim , Gymnich , Lechenich and Liblar , and the municipality of Nörvenich became the legal successor to the dissolved office of Nörvenich .

By the Cologne law Erftstadt was assigned to the Erftkreis (today Rhein-Erft-Kreis ) on January 1, 1975 and lost the districts of Dorweiler, Pingsheim and Wissersheim to Nörvenich.

§ 3 Weilerswist municipality

The municipalities of Lommersum , Metternich , Müggenhausen , Vernich and Weilerswist of the office of Weilerswist-Lommersum were merged into a new municipality of Weilerswist , which became the legal successor of the dissolved office of Weilerswist-Lommersum .

§ 4 City of Euskirchen

The following were merged to form a new city of Euskirchen :

  • the official city of Euskirchen
  • the communities of Elsig , Euenheim and Frauenberg of the Frauenberg office
  • the municipalities of Dom-Esch , Flamersheim , Großbüllesheim , Kirchheim (without large forest areas in the south of the municipality), Kleinbüllesheim , Kuchenheim , Niederkastenholz , Palmersheim , Roitzheim , Schweinheim , Stotzheim , Weidesheim and Wüschheim of the Kuchenheim office
  • the communities cheap , Kreuzweingarten-Rheder and Wißkirchen of the Amt Satzvey-Wachendorf-Enzen
  • Parcels of the municipalities of Arloff (Münstereifel-Land office) for border straightening on the Münsterberg
  • Parcels of the communities Antweiler , Satzvey-Firmenich , Obergartzem and Lessenich-Rißdorf in the area of ​​the cheap forest

The new city of Euskirchen became the legal successor to the dissolved offices of Frauenberg and Kuchenheim .

§ 5 City of Bad Münstereifel

The following were merged to form the new town of Bad Münstereifel :

  • the official city of Bad Münstereifel
  • the municipalities of Arloff (without a small area on Münsterberg), Effelsberg , Houverath , Iversheim , Mahlberg , Mutscheid , Rupperath and Schönau of the Münstereifel-Land office
  • the communities Eschweiler and Kalkar of the Amt Satzvey-Wachendorf-Enzen
  • the communities Hohn and Nöthen of the Zingsheim office from the Schleiden district
  • larger forest areas in the south of the municipality of Kirchheim (office Kuchenheim)
  • the Lingscheider Hof area of ​​the Holzmülheim community (Zingsheim district, Schleiden district)

The city of Bad Münstereifel became the legal successor to the dissolved Münstereifel-Land office .

Some parts of the municipality of Hohn remained in the Schleiden district for border straightening and were initially assigned to the Bouderath municipality .

§ 6 Veytal municipality

The following were merged to form a new municipality Veytal :

  • the non-governmental municipality of Kommern
  • the communities of Antweiler , Lessenich-Rißdorf , Obergartzem , Satzvey-Firmenich , Schwerfen , Wachendorf and Weiler am Berge of the Amt Satzvey-Wachendorf-Enzen , but without the areas of the cheap forest incorporated into Euskirchen

The municipality of Veytal became the legal successor to the dissolved office of Satzvey-Wachendorf-Enzen . It was not granted a long existence. It was merged with Mechernich to form a new town of Mechernich on January 1, 1972 by Section 11 of the Aachen Act . Schwerfen came to Zülpich on this occasion.

Section 7 Local Courts

With the exception of the city of Erftstadt, which was assigned to the Lechenich District Court, the newly formed communities were subordinated to the Euskirchen District Court.

§ 8 Employee Representatives

For a transitional period, personnel commissions were formed to replace the staff representatives that were still to be formed.

§ 9 entry into force

The entry into force was set for July 1, 1969.
