Legislative process

On April 15, 1969, the state government introduced a bill to reorganize the district of Höxter into the state parliament. This provided for the municipalities of the Höxter district to be merged into seven large municipalities. Only the exclave of Lügde and the communities of Kempenfeldrom and Sandebeck in the northwest of the district were excluded. This was referred to the Committee on Administrative Reform on May 13, 1969 without discussion. In essence, the committee recommended that the state parliament accept the state government's draft. Only with regard to the municipality of Sandebeck did he demand that it also be incorporated into the new town of Steinheim, with the Lippe enclave of Grevenhagen being included at the same time. The amended bill was adopted unanimously by the state parliament on November 11, 1969 in the second and third reading. The law was drawn up on December 2, 1969 and promulgated on December 10, 1969. Kempenfeldrom and Lügde were included in the law for the reorganization of the Detmold district , which was passed, announced and entered into force at the same time .
