The law to reorganize the Ennepe-Ruhr district was promulgated on December 16, 1969 and restructured the Ennepe-Ruhr district and its communities.

A total of four new cities were formed and three cities belonging to the district were enlarged, while Ennepetal and Herdecke remained almost unaffected by the law. For this, the district was also changed in its outer borders, he gave areas to some of the adjacent districts and independent cities.

Brief description

Section I: Territorial changes in the area of ​​the municipalities

§ 1 City of Hattingen

The cities of Hattingen (Amt Hattingen) and Blankenstein (Amt Blankenstein; excluding Buchholz) as well as the communities Bredenscheid-Stüter , Niederelfringhausen , Oberelfringhausen , Oberstüter and Winz (all Amt Hattingen) are united to form a new city of Hattingen. The offices of Blankenstein and Hattingen are dissolved, the city of Hattingen is their legal successor.

The previous city of Blankenstein was not granted a long existence. It was built in this form in 1966 and also included the districts of Buchholz, Holthausen and Welper .

§ 2 City of Herbede

The Buchholz district of the city of Blankenstein is reclassified into the city of Herbede .

§ 3 City of Wetter (Ruhr)

The city of Wetter (Ruhr) , located north of the Ruhr, is combined with the opposite municipalities of Esborn , Volmarstein and Wengern of the Volmarstein office to form the new city of Wetter (Ruhr). Areas of the municipalities of Silschede and Berge are also incorporated into these . The Volmarstein office is dissolved, the city of Wetter (Ruhr) is the legal successor.

§ 4 City of Sprockhövel

The municipalities of Haßlinghausen , Hiddinghausen and Gennebreck of the Haßlinghausen office are merged with the municipality of Sprockhövel of the office of Blankenstein to form a new municipality of Sprockhövel, which is also given the name "city". Areas of the communities Asbeck, Bredenscheid-Stüter, Esborn, Linderhausen and Silschede are added to the urban area . The new town of Sprockhövel is the legal successor to the dissolved Haßlinghausen office .

§ 5 City of Schwelm

The district town of Schwelm is enlarged to include the area of ​​the municipality of Linderhausen .

§ 6 City of Gevelsberg

The remaining municipalities of the office of Volmarstein, Asbeck , Berge and Silschede , together with parcels of the municipalities of Haßlinghausen and Linderhausen, will be incorporated into the city of Gevelsberg .

§ 7 City of Breckerfeld

The Breckerfeld office is dissolved. The associated communities Breckerfeld and Dahl are combined to form a new community Breckerfeld, which is given the name "City". Some areas of Waldbauer and Schalksmühle will be incorporated into the new town.

§ 8 District-Free City of Essen

The municipality of Altendorf of the Hattingen office is incorporated into the independent city of Essen and thus changes politically from Westphalia to North Rhine.

Since there was already a district of Altendorf in Essen, the new district was initially named Altendorf (Ruhr) , later this was renamed Burgaltendorf , based on Altendorf Castle .

§ 9 City of Langenberg

Some areas of the municipalities of Winz and Niederelfringhausen will be reclassified to the city of Langenberg (Rhineland) in the Düsseldorf-Mettmann district . This also includes the village of Kidneyhof , which is politically part of the North Rhine, but remains part of the Westphalian regional church .

§ 10 District-free city of Witten

Parcels of the municipalities of Herdecke and Wengern are incorporated into the independent city of Witten .

§ 11 District-free city of Hagen

The independent town of Hagen is expanded to include the community of Waldbauer (Breckerfeld district) and corridors of the communities of Dahl and Ennepetal.

§ 12 Community of Schalksmühle

The Im Dahl district of the Breckerfeld community is incorporated into the Schalksmühle community and thus changes to the Lüdenscheid district . The village is assigned to the district of Dahlerbrück there .

§ 13 Independent city of Wuppertal

The independent city of Wuppertal also gains territory through this law: of the municipalities of Linderhausen and Haßlinghausen, these are the places Blumenroth , Erlenrode , Uhlenbruch and Schmiedestrasse (today Quartier Nachbarebreck-Ost ), of the city of Schwelm it is the area of the Langerfeld airfield .

Section II: Final provisions

§ 14 Confirmations and requirements

The territorial change agreements of the municipalities and offices as well as the provisions of the upper district director, the Arnsberg regional president and the interior minister are confirmed with various provisions.

Section 15 Savings Banks in Hattingen and Herbede

The cities of Hattingen and Herbede form a savings bank association, the legal successor of the association of association savings bank Hattingen and the city savings bank Hattingen . The Sparkassenzweckverband must unite its savings banks into one savings bank by January 1, 1971. The branch in Altendorf was transferred to the Stadtsparkasse Essen and the branch in Kidneyhof to the Stadtsparkasse zu Langenberg (today Sparkasse Hilden-Ratingen-Velbert ).

After the city of Herbede was incorporated into Witten in 1975 and the local savings bank branches were transferred to the Sparkasse Witten , the city of Hattingen now forms its own savings bank .

Section 16 Savings Banks in Sprockhövel

The city of Sprockhövel becomes the guarantor of the Amtssparkasse Blankenstein and unites it with the local savings bank to form a new Stadtsparkasse Sprockhövel by January 1, 1971 . The branches in Blankenstein, Hammerthal and Welper will be transferred to the new Hattinger Sparkasse.

Section 17 Savings Banks in Wetter (Ruhr)

The city of Wetter (Ruhr) must also unite its savings banks by January 1, 1971 ( Stadtsparkasse Wetter (Ruhr) ). The Berge and Silschede offices of the Amtssparkasse Volmarstein will be affiliated to the Stadtsparkasse Gevelsberg .

§ 18 New election in Schalksmühle

The council of the community of Schalksmühle is dissolved and has to be re-elected.

The previous municipal council, which was formed through the reorganization of the municipality through the law on the reorganization of the Altena district and the independent city of Lüdenscheid , only existed for a few months.

Section 19 Administration in Breckerfeld

The staff representation of the administration in Breckerfeld remains in office until the new election as the staff representation of the new city of Breckerfeld.

Section 20 Local Courts

The new municipalities are assigned to the district courts: Breckerfeld to the district court of Hagen , Hattingen and Sprockhövel to the district court of Hattingen and Wetter to the district court of Wetter (Ruhr) . The new Essen district of Altendorf (Ruhr) or Burgaltendorf is subordinated to the Essen-Steele district court .

§ 21 Regulations on vocational schools

In the future, vocational schools in the district will be established and supported exclusively by the Ennepe-Ruhr district. The vocational school associations Ennepe-Ruhr-Süd, Ennepe-Ruhr-Ost and Ennepe-Ruhr-Nord are handled by the district.

§ 22 Entry into Force

The law comes into force on January 1, 1970.

Later changes

By a decision of the Administrative Court of December 18, 1970, the incorporation of Waldbauers into Hagen was declared null and void. Waldbauer became independent again. By the Sauerland / Paderborn law it was incorporated into Breckerfeld. The area of ​​the Hagen airfield, on the other hand, was incorporated into Hagen, as well as the Dahl district of the city of Breckerfeld and the area of ​​the Hasper dam (previously Ennepetal).

The city of Herbede was incorporated into Witten by the Ruhr Area Law and this in turn was incorporated into the Ennepe-Ruhr district. Although the former independent city of Witten was now the largest city in the district, the district seat remained in Schwelm.

The city of Langenberg and with it also the place were Nierenhof by the Dusseldorf-law of Velbert incorporated.
