The law for the reorganization of the district of Altena and the independent city of Lüdenscheid was promulgated on December 18, 1968 and restructured the district of Altena and the city of Lüdenscheid , which were simultaneously merged into a new district (later district) of Lüdenscheid .
A total of ten parishes were dissolved and either incorporated into existing parishes or they merged into new parishes. Two municipalities were given city rights, while some municipalities were hardly changed.
Due to the Sauerland / Paderborn law , the Lüdenscheid district was dissolved on January 1, 1975 and incorporated into the Märkische Kreis .
Description of the law
Section I: Territorial changes in the area of the municipalities
- § 1 City of Lüdenscheid / District of Lüdenscheid
Lüdenscheid isenlarged toinclude most of the Lüdenscheid-Land community and smaller areas of Hülscheid and Herscheid. The city is the legal successor to the dissolved office of Lüdenscheid .
At the same time, the previously independent city of Lüdenscheid will be incorporated into the Altena district, which in turn will be renamed the Lüdenscheid district, later the Lüdenscheid district . The district headquarters will also be relocated there after it was previously in Altena.
- § 2 Community of Schalksmühle
A new community of Schalksmühle is formed from the municipality of Schalksmühle of the Halver office and the municipality of Hülscheid of the Lüdenscheid office .
Due to the law for the reorganization of the Ennepe-Ruhr district , their area is enlarged again on January 1, 1970. The district Im Dahl of the community Breckerfeld is added. Today it belongs to the district of Dahlerheide .
- § 3 City of Altena
A new city of Altena will be formed from the previous district town of Altena and the municipality of Dahle . There are also areas of the municipality of Lüdenscheid-Land, which is located in the Rahmedetal (including the districts of Altroggenrahmede , Großendrescheid , Grünewiese , Kleinendrescheid , Mühlenrahmede , Rosmart and the Fuelbecketalsperre ), a small part of the otherwise unchanged municipality of Nachrodt-Wiblingwerde and most of the municipality Evingsen , which previously belonged to the Hemer district in the Iserlohn district. The districts of Heide , Heidermühle , Hüingsen , Schwarzpaul and Stodt are incorporated into the district of Iserlohn after Ihmert (now Hemer ).
- § 4 City of Neuenrade
The municipality of Küntrop , which previously belonged to the Balve district in the Arnsberg district, will be incorporated into the town of Neuenrade . This is also the legal successor of the Neuenrade office .
By Sauerland / Paderborn-law come with freedom Affeln , Altenaffeln and Blintrop three other municipalities of the Office Balve added. The other communities and two districts of Blintrop merge to form a new town of Balve , which, like the communities in the Lüdenscheid district , is assigned to the Märkisches Kreis .
- § 5 Herscheid municipality
The independence of the municipality of Herscheid is confirmed. Your area will be changed insignificantly, some parcels of the city of Plettenberg (it remains otherwise unaffected by this law) and the municipality of Lüdenscheid-Land are added. At the same time, the Hüinghausen elementary school association is dissolved. The municipality of Herscheid is the legal successor.
- § 6 City of Meinerzhagen
The city of Meinerzhagen and the municipality of Valbert merge to form a new city of Meinerzhagen , to which some parcels of the municipality of Lüdenscheid-Land are added. The Meinerzhagen office will be dissolved by the merger.
- § 7 City of Kierspe
The municipality of Rönsahl and areas of the municipality of Lüdenscheid-Land are incorporated into the municipality of Kierspe , which is also elevated to a town. She is the legal successor to the dissolved office of Kierspe .
With the Cologne Act, there are still minor changes to the municipal boundary. The city receives a small, inhabited area of the municipality of Klüppelberg , but also loses areas to Marienheide , including Wilbringhausen .
- § 8 City of Halver
The municipality of Halver is enlarged to include areas of the municipalities of Kierspe and Lüdenscheid-Land, including the town of Oberbrügge . She is the legal successor to the Halver office and receives town charter.
- § 9 City of Werdohl
The city of Werdohl is only enlarged by part of the Lüdenscheid-Land area. It includes the places Köllmannshorst, Brenge and Hölzerne Klinke.
Section II: Final provisions
- § 10 confirmation
The area change agreements between the municipalities and between the city of Lüdenscheid and the district of Altena are confirmed by the Arnsberg regional president and the senior district director.

- § 12 Vocational Schools
The city of Lüdenscheid transfers the right to establish and sponsor vocational schools to the district. The school association for the Altena-Lüdenscheid vocational schools will become obsolete through the merger of the Altena district with the independent city of Lüdenscheid and the Lüdenscheid district will be wound up.
- § 13 New Elections
The city councils of Lüdenscheid, Neuenrade, Halver and Kierspe as well as the district council are dissolved and have to be re-elected. The municipalities concerned as well as the newly formed municipalities of Schalksmühle, Altena and Meinerzhagen and the district of Lüdenscheid are exempt from the general local elections on November 9, 1969.
- § 14 City Director and Lord Mayor of Lüdenscheid
The senior city director and the mayor of the previously independent city of Lüdenscheid will continue their titles for the rest of their term of office.
- Section 15 Local Courts
The newly formed communities are assigned to the local courts: Altena to the local court of Altena , Meinerzhagen to the local court of Meinerzhagen and Schalksmühle to the local court of Lüdenscheid .
- § 16 Entry into Force
The law comes into force on January 1, 1969.
