The law for the reorganization of the district of Soest and parts of the district of Beckum (Soest / Beckum law) was promulgated on June 24, 1969 and restructured the district of Soest and some neighboring areas, especially in the district of Beckum . At the same time, the law for the integration of the municipalities of the Ahlen office into the city of Ahlen, Beckum district (Ahlen Law) resulted in a further change in the area in the Beckum district.

Before the regional reform, the Soest district consisted of 104 municipalities, including the two non-official cities of Soest and Werl, and 102 municipalities in six offices. This small division was due to the urban sprawl due to the fertile soil in the Soest Börde .

The old Soest district was dissolved by the Münster / Hamm law on January 1st, 1975 and merged with the Lippstadt district to form a new Soest district . The Beckum district, on the other hand, was merged into the new Warendorf district . The communities in the Soest district that were newly formed and enlarged with this law remained largely unaffected by this, and some incorporations took place in the Beckum district.

Brief description

Section I: Soest district

§ 1 Möhnesee community

The Körbecke office with the municipalities of Berlingsen , Brüllingsen , Büecke , Delecke , Echtrop , Ellingsen , Günne , Hewingsen , Körbecke , Stockum , Theiningsen , Völlinghausen , Wamel , Westrich and Wippringsen is converted into a unified municipality. This new municipality is named Möhnesee and is named after the centrally located reservoir .

§ 2 Municipality of Ense

The Bremen office is dissolved. Most of the municipalities of the office, namely Bilme , Bittingen , Bremen , Gerlingen , Höingen , Hünningen , Lüttringen , Niederense , Oberense , Parsit , Ruhne , Sieveringen , Volringen and Waltringen merge to form the new municipality of Ense .

Section 3 Wickede (Ruhr) municipality

The municipalities of Schlückingen , Wickede and Wiehagen are merged with the municipality of Echthausen of the Hüsten office ( Arnsberg district ) and the Wimbern municipality of the Menden (Sauerland) ( Iserlohn district ) to form a new municipality of Wickede (Ruhr), which is the legal successor to the Werl office . Parcels of the municipalities of Büderich and Bentrop ( district of Unna ) are incorporated into this municipality . The rest of the Bentrop area will be incorporated into the town of Fröndenberg and will therefore remain in the Unna district.

§ 4 City of Werl

With Budberg , Büderich , Holtum , Mawicke , Niederbergstraße , Oberbergstraße and Westönnen , most of the remaining municipalities of the Werl office are incorporated into the city of Werl . In addition, there is the municipality of Blumenthal of the Bremen office, the municipality of Sönnern of the district of Unna and parcels of the municipality of Scheidingen.

§ 5 Municipality of Welver

Two other municipalities of the office Werl, Illingen and Scheidingen , however, merge with most of the municipalities of the office Borgeln-Schwefe, namely Balksen , Berwicke , Blumroth , Borgeln , Dinker , Dorfwelver , Ehningsen , Eilmsen , Einecke , Einckerholsen , Flerke , Klotingen , Merklingsen , Nateln , Recklingsen , Schwefe , Stocklarn , Vellinghausen and Welver . In addition, parcels of Hattrop and Meckingsen are incorporated into this municipality, whereas the municipality of Uentrop (district of Unna) receives corridors of the municipalities of Eilmsen and Vellinghausen. The new community is called Welver and is the legal successor to the Borgeln-Schwefe office .

§ 6 City of Soest

The district town of Soest is made up of the municipalities of Ampen , Enkesen near Paradiese , Epsingsen , Hattrop , Hattropholsen , Katrop , Meckingsen , Meiningsen , Ostönnen , Paradiese , Röllingsen and Thöningsen of the Borgeln-Schwefe office, the municipalities of Bergede , Deiringsen , Hiddingsen , Lendringsen , Müllingsen and Ruploh des Amt Lohne as well as parcels of Balksen, Brockhausen and Elfsen enlarged.

§ 7 Bad Sassendorf municipality

From the communities of Beusingsen , Elfsen , Enkesen im Klei , Heppen , Herringsen , Lohne , Neuengeseke , Opmünden and Bad Sassendorf of the office of Lohne, Ostinghausen and Bettinghausen of the office of Oestinghausen and Weslarn of the office of Borgeln-Schwefe, a new municipality of Bad Sassendorf is formed. This is the legal successor to the Lohne office .

§ 8 Lippetal municipality

The municipalities of Heintrop-Büninghausen , Hovestadt , Hultrop , Krewinkel-Wiltrop , Niederbauer , Nordwald , Oestinghausen and Schoneberg of the Oestinghausen office are combined with Brockhausen (Borgeln-Schwefe office) and two municipalities in the Beckum district, Herzfeld ( Liesborn-Wadersloh office ) and Lippborg ( Amt Beckum), merged into a new congregation. This is named Lippetal and is the legal successor to the Oestinghausen office .

§ 9 Assignment to the Soest district

The new communities of Wickede (Ruhr) and Lippetal are assigned to the Soest district.

Section II: District of Beckum

§ 10 City of Beckum

The city of Beckum is expanded to include the areas of the communities Vellern and parish Beckum , with the exception of parts of the parish, which are incorporated into Neubeckum . The Beckum office is dissolved, the city of Beckum is the legal successor.

§ 11 City of Oelde

The parishes of Kirchspiel Oelde (Amt Oelde) and Sünninghausen (Amt Beckum) are incorporated into the city of Oelde , but the Amt Oelde remains in place for the time being.

Contrary to the rest of the law, this section does not take effect until January 1, 1970. On this day the Wiedenbrück / Bielefeld law comes into force, which means that the area of ​​the city of Oelde is enlarged again, namely by the municipality of Lette . Furthermore, the parish of Oelde gives the place Möhler to the new municipality of Herzebrock .

III. Section: Final Provisions

§ 12 Confirmation of Territorial Change Contracts

The territorial change agreements between the municipalities as well as the provisions of the Soest district director, the Arnsberg regional president and the interior minister of the state of North Rhine-Westphalia are confirmed with a number of stipulations.

§ 13 Assignment to the local courts

The new communities Möhnesee, Bad Sassendorf and Welver are subordinated to the District Court of Soest , the communities of Ense and Wickede (Ruhr) to the District Court of Werl . The municipality of Lippetal, however, is divided: the districts of Herzfeld and Lippborg belong to the district of the Beckum District Court , the rest of the municipality is part of the Soest District Court. This division, which roughly corresponds to the previous court structure, is repealed by the Münster / Hamm Act, since then the entire municipality of Lippetal has belonged to the Soest District Court.

§ 14 New Elections

The city councils of Beckum, Soest and Werl as well as the Soest district council are dissolved and have to be re-elected.

§ 15 Transitional provisions for staff representatives

The staff representatives for the dissolved offices of Borgeln-Schwefe, Körbecke, Lohne and Werl temporarily form the staff representatives for the new communities of Welver, Möhnesee, Bad Sassendorf and Wickede (Ruhr). In the municipality of Lippetal, the temporary staff meeting consists of representatives from the offices of Oestinghausen, Beckum and Liesborn-Wadersloh. The new election of the staff representatives will only take place after all employees of the dissolved regional authorities have been accepted.

§ 16 Entry into Force

The law comes into force on July 1, 1969.

Ahlen Law

At the same time as the Soest / Beckum law, the law on the incorporation of the municipalities of the Ahlen office into the city of Ahlen, Beckum district , or Ahlen law for short, came into effect. By the law, which was also announced on June 24, 1969 and came into force on July 1, 1969, the municipalities of Altahlen , Dolberg and Neuahlen were incorporated into the city of Ahlen and the Ahlen district thus dissolved. Ahlen thus exceeded the 50,000 mark. In 1975 the city was enlarged again with the incorporation of Vorhelm .
