The law on the reorganization of the municipalities and districts of the Lower Rhine area (Niederrhein Law) of July 9, 1974 includes the regional reform in the Niederrhein region at the municipal level.

The Lower Rhine Act is less extensive than the other acts that came into force on January 1, 1975 and restructured the municipalities and districts. This is due to the fact that this law covers a smaller area, and this area has already been reorganized at the municipal level. These were regulated by the Geldern Act , the Kleve Act , the Moers Act and the Rees Act .

Section I: Territorial changes in the area of ​​the municipalities

§ 1 City of Dinslaken / Municipality of Voerde

The place Eppinghoven was previously divided by the municipality of Voerde (Lower Rhine) and the city of Walsum . Through this law, it is completely assigned to the city of Dinslaken , which was thereby connected to the Rhine . In return, some corridors will be reclassified from Dinslaken to Voerde.

§ 2 City of Wesel

The city of Wesel has already been enlarged by the Rees Act. Now the previous municipalities of Bislich and Diersfordt of the Ringenberg office, the municipality of Büderich of the Moers district and parcels of the municipalities of Voerde, Hamminkeln and Hünxe are added.

§ 3 Hünxe municipality

The new municipality of Hünxe is made up of municipalities from both the Rees and Dinslaken districts. These are the municipalities Gartrop-Bühl and Hünxe of the Gahlen office (Dinslaken district), Drevenack and Krudenburg of the Schermbeck office (Rees district). The new municipality is the legal successor to the Gahlen office . There is also an area swap with the municipality of Voerde .

§ 4 Schermbeck municipality

The Schermbeck office is dissolved. Six municipalities of the office, namely Bricht , Damm , Dämmerwald , Overbeck , Schermbeck and Weselerwald , merge into a new municipality of Schermbeck. In addition, there is the municipality of Gahlen of the Gahlen Office and the municipality of Altschermbeck of the Hervest-Dorsten Office ( Recklinghausen district ).

The remaining municipalities of the Office Hervest-Dorsten and some hallways Gahlen and Altschermbeck be with the Ruhr-law to Dorsten incorporated.

§ 5 Hamminkeln municipality

The municipalities of Hamminkeln and Ringenberg of the Ringenberg Office, based in Hamminkeln, merge with Brünen (Schermbeck Office), Loikum and Wertherbruch (Haldern Office) and the former Westphalian Dingden ( Borken district ) to form a new Hamminkeln municipality, which is the legal successor to the Ringenberg Office . § 6 City of Rees

The city of Rees is combined with Empel , Millingen (both Amt Millingen), Groin , Haffen-Mehr , Haldern and Heeren-Herken (all Amt Haldern) to form a new city of Rees. The offices of Millingen and Haldern are handled by the new city.

§ 7 City of Emmerich

The municipality of Elten , which was Dutch until 1963 , was spared the Rees Act and was independent. Now, like the other parishes of the former Elten office , it will be incorporated into Emmerich , as will some corridors of the city of Rees.

§ 8 City of Kamp-Lintfort

The city of Kamp-Lintfort was able to successfully defend itself against the threat of incorporation into Duisburg. It remains in its old form, only corridors of the communities Rheinkamp and Neukirchen-Vluyn are incorporated.

§ 9 City of Rheinberg

The city of Orsoy and the municipalities of Borth and Budberg are dissolved. Their areas will be incorporated into the city of Rheinberg , as will parts of the communities of Alpen and Rheinkamp.

§ 10 City of Xanten / Municipality of the Alps

The town of Xanten , which was enlarged by the Moers law, is given an area of ​​the municipality of Sonsbeck. The municipality of Alpen , also enlarged by the Moers law, receives corridors of the town of Xanten and the town of Rheinberg.

Section II: Area changes in the district area

Section 11 Wesel district

The new Wesel district is formed from the cities and communities of the Alps , Dinslaken , Hünxe , Kamp-Lintfort , Moers , Neukirchen-Vluyn , Rheinberg , Hamminkeln , Schermbeck , Sonsbeck , Voerde , Wesel and Xanten . It is based in the eponymous city of Wesel and is the legal successor to the districts of Dinslaken , Moers and Rees . The district of Kleve with its communities Bedburg-Hau , Goch , Kalkar , Kleve , Kranenburg and Uedem and the district of Geldern with the communities of Geldern , Issum , Kerken , Kevelaer , Straelen , Weeze and Wachtendonk as well as the cities of Emmerich and Rees of the district of Rees and the The municipality of Rheurdt in the district of Moers is merged into a new district of Kleve. Section 14 Local Courts

The municipalities of Hamminkeln, Hünxe and Schermbeck are assigned to the Wesel District Court . Until June 30, 1975 Rheurdt belongs to the district court of Moers , Wachtendonk to the district court of Kempen . From July 1, 1975, both communities belong to the district court district of Geldern . On the same day the Rees District Court is overturned, the city of Rees is subordinated to the Emmerich District Court .

Section 15 Düsseldorf Administrative Court

The Kleve and Wesel districts are subordinated to the Düsseldorf Administrative Court.

§ 16 Entry into Force

The law comes into force on January 1, 1975.
