With the law on the municipal reorganization of the Rhenish-Westphalian industrial area of July 29, 1929 ( PrGS. P. 91), the administrative districts of Düsseldorf , Münster and Arnsberg as well as the Ruhr Coal District Association (SVR) were reorganized and inter-community working groups were formed. The consequences were the loss of the independence of cities or the acquisition of district freedom as well as the dissolution and establishment of rural districts.

Enlargement of urban districts

  • Enlargement of the urban district 1 Bochum by eight rural communities and parts of the rural community of Winz (§§ 48 and 49)
  • Enlargement of the Dortmund urban district by eight rural communities and parts of the rural community of Somborn (Sections 46 and 47)
  • Enlargement of the urban district of Düsseldorf to include the municipality of Kaiserswerth , three rural municipalities and areas of six rural municipalities (Sections 30 to 32)
  • Enlargement of the urban district of Essen to include the municipalities of Steele and Werden as well as ten rural municipalities and areas of three other municipalities (§§ 27 to 29)
  • Enlargement of the urban district of Hagen to include the municipality of Haspe and six rural municipalities (Sections 54 and 55)
  • Enlargement of the Iserlohn district to include parts of two rural communities (Sections 56 and 57)
  • Enlargement of the urban district of Mülheim (Ruhr) by areas of three rural communities (§§ 25 and 26)
  • Enlargement of the urban district of Neuss by areas of seven rural communities (§§ 10 to 12)
  • Enlargement of the Remscheid district to include the municipalities of Lennep and Lüttringhausen (§§ 36 and 37)
  • Enlargement of the urban district of Solingen to include the municipalities of Gräfrath , Höhscheid , Ohligs and Wald (Section 33)
  • Enlargement of the urban district of Witten by three rural communities and areas of two rural communities (Sections 51 to 53)

Formation of new city districts

  • Formation of the new urban district 1 Barmen-Elberfeld from the urban districts of Barmen and Elberfeld , the municipalities of Cronenberg , Ronsdorf and Vohwinkel as well as parts of the area of ​​seven other municipalities (§§ 34 and 35)
  • Formation of the new urban district of Duisburg-Hamborn from the urban districts of Duisburg and Hamborn as well as two rural communities and areas of three other rural communities (§§ 22 and 23)

The law came into being with the substantial participation of the Düsseldorf District President Karl Bergemann .

This was preceded in 1927 by an amendment to the law by the Prussian state parliament , which allowed the boundaries of cities and districts to be changed "for reasons of public welfare" .

The Prussian state parliament approved the restructuring law on July 8, 1929. Resistance came primarily from the DNVP and the DVP .

After it was passed, the Prussian State Court was appealed against the restructuring law, which declared it lawful on July 23, 1929

Repealed Regulations

  • On August 1, 1933, the Gladbach-Rheydt urban district was dissolved and divided between the two urban districts of M. Gladbach and Rheydt (law on the division of the municipality of Gladbach-Rheydt). This happened at the instigation of the Reich Propaganda Minister Joseph Goebbels , who came from Rheydt and who subsequently became an honorary citizen of Rheydt.

In several cases, legally defined double names were subsequently changed:

  • On January 25, 1930, the Barmen-Elberfeld district was renamed Wuppertal .
  • On April 1, 1935, the urban district of Duisburg-Hamborn was renamed Duisburg .
  • On April 25, 1940, the district of Krefeld-Uerdingen a. Renamed in Krefeld . This was accompanied by the loss of the special regulations for the city areas of Krefeld and Uerdingen. In terms of local law, this urban district was adapted to the other urban districts in Prussia.
