The law for the reorganization of the district of Herford and the independent city of Herford was announced on December 12, 1968 and incorporated the previously independent city of Herford into the district (later district) of Herford and the remaining communities.

Before the regional reform, there were 57 towns and communities in the Herford district. The city of Bünde was free of office, all other communities were subordinate to a total of seven offices. The city of Herford itself was - and remained - the seat of the district, but as an independent city, it did not belong to the district area. The office of Herford-Hiddenhausen was divided up (roughly in line with the earlier offices of Herford and Hiddenhausen ), and the city of Bünde was merged with the office of Ennigloh. The other offices were converted 1: 1 into unified parishes.

The new district area as well as the new municipality areas were hardly affected by later laws, a few changes came about through the Bielefeld law , among other things, the municipality of Uffeln of the district of Minden was incorporated into Vlotho, whereby the district of Herford now also included areas to the right of the Weser .

Section I: Territorial changes

§ 1 Rödinghausen community

The Rödinghausen office with the communities of Bieren , Ostkilver , Rödinghausen , Schwenningdorf and Westkilver is converted into a single community of Rödinghausen . Three parcels of the municipality of Holsen and one corridor of the municipality of Muckum will be incorporated into this. The new municipality is the legal successor to the dissolved office of Rödinghausen.

§ 2 City of Bünde

§ 4 City of Wages

§ 5 City of Spenge

A new municipality of Spenge is formed from the municipalities of Bardüttingdorf , Hücker-Aschen , Lenzinghausen , Spenge and Wallenbrück of the Spenge office . This receives the city charter.

§ 6 City of Enger

The Enger office is also dissolved, the town of Enger and the communities of Belke-Steinbeck , Besenkamp , Dreyen , Herringhausen (only the western part) , Oldinghausen , Pödinghausen , Siele and Westerenger merge to form a new town of Enger .

§ 7 Hiddenhausen municipality

A new community of Hiddenhausen is formed from the communities of Eilshausen , Hiddenhausen , Lippinghausen , Oetinghausen , Schweicheln-Bermbeck and Sundern of the Herford-Hiddenhausen office . There are also three corridors of the Bustedt community ( Gut Bustedt ) and one corridor of the Südlengern community. The office of Herford-Hiddenhausen, the fire extinguishing association of the office of Herford-Hiddenhausen, the special purpose association for school camps of the office of Herford-Hiddenhausen and the father animal husbandry association for the office of Herford-Hiddenhausen are dissolved, the new municipality of Hiddenhausen is the legal successor of these institutions.

§ 8 City of Vlotho

The town of Vlotho and the communities of Exter and Valdorf merge to form a new town of Vlotho . The Vlotho office is thereby dissolved.

§ 9 Integration of the independent city of Herford

The previously independent city of Herford will be incorporated into the Herford district. This results in the dissolution of the Herford District and City Hospital Association; the Herford Clinic is now the sole sponsor of the district.

§ 10 Expansion of the city of Herford

The remaining municipalities of the office of Herford-Hiddenhausen are incorporated into the circled city of Herford. These are Diebrock , Eickum , Elverdissen , Falkendiek , Laar , Schwarzenmoor and Stedefreund . The eastern part of the Herringhausen community is also added.

Section II: Final Provisions

§ 11 Territorial Change Contracts and Provisions

The territorial change agreements between the municipalities as well as the provisions of the senior district director are confirmed, in some cases with certain provisions.

§ 12 School Regulations

This point in the law has now been partially repealed. Only paragraph 4 remains, after vocational schools in the district are now exclusively supported by the district, including in the city of Herford, where the district is responsible for the vocational schools.

§ 13 New Elections

The Herford city council and the district council are dissolved and have to be re-elected. The new councilors are elected for the rest of the electoral term as well as for the following electoral term.

§ 14 Regulations on the City Director and Lord Mayor of Herford

In Herford, the mayor and the district director may temporarily retain their titles.

Section 15 Local Courts

The new communities are assigned to the existing local courts: Bünde, Kirchlengern and Rödinghausen to the local court of Bünde , Enger, Hiddenhausen and Spenge to the local court of Herford , Löhne to the local court of Bad Oeynhausen and Vlotho to the local court of Vlotho . The latter was repealed by the Bielefeld Act, and since then Vlotho has also been subordinate to the Bad Oeynhausen District Court.

§ 16 Entry into Force

The law comes into force on January 1, 1969.
