Law on the reorganization of the district of Olpe

The law on the reorganization of the district of Olpe of June 18, 1969 regulates the reorganization of the communities in the district of Olpe ( administrative district of Arnsberg , North Rhine-Westphalia ). The law came into force on July 1, 1969. It merged 20 municipalities in the Olpe district and 3 municipalities in the Meschede district to form 7 new municipalities in the Olpe district. At the same time, the district boundary between the Olpe district and the Oberbergisches Kreis was changed by exchanging areas in the Drolshagen / Lieberhausen area . Only the municipality of Lenne remained unchanged by the restructuring law; it was incorporated into the town of Schmallenberg in the Hochsauerland district by the Sauerland / Paderborn law with effect from January 1, 1975 .

I. section. Territory changes

§ 1 Municipality of Wenden

The two municipalities of the Wenden office , Wenden and Römershagen , were merged to form the new Wenden municipality , the Wenden office was dissolved and the new Wenden municipality was its legal successor.

§ 2 City of Drolshagen

The two municipalities of the Drolshagen Office , the town of Drolshagen and the Drolshagen-Land municipality , were merged to form a new city of Drolshagen , which became the legal successor to the dissolved Drolshagen Office. The eastern parts of the localities Belmicke and Wörde , which belonged to the former municipality of Drolshagen-Land , were combined with the respective western local parts in the municipality of Lieberhausen ( Oberbergischer Kreis ). From this came the uninhabited area Auf dem Dümpel to the new town of Drolshagen. In addition, four plots belonging to the municipality of Rhode were incorporated into the new city.

§ 3 City of Olpe

The free city of Olpe and the three municipalities of the surrounding office of Olpe , Olpe-Land , Kleusheim and Rhode were merged to form a new city of Olpe , which became the legal successor of the dissolved office of Olpe. Parts of the municipality of Helden (Attendorn) , namely the places Oberveischede , Tecklinghausen and Neuenwald as well as the place Fahlenscheid of the municipality of Rahrbach and finally Apollmicke from the municipality of Kirchveischede, were also incorporated into this town.

§ 4 City of Attendorn

The officially free city of Attendorn and the two municipalities of the office of Attendorn , Attendorn-Land (excluding Heggen ) and Helden (Attendorn) (excluding Altfinnentrop , Neuenwald , Oberveischede , Petmecke and Tecklinghausen ) were merged into a new city of Attendorn , which was also the legal successor to the dissolved Office Attendorn was. § 5 City of Lennestadt

§ 6 Kirchhundem municipality

Most of the Office Kirchhundem , namely the communities Kirchhundem (without Altenhundem , Kickenbach and Langenei ) Kohlhagen , Heinsberg (Kirchhundem) and Oberhundem and the community Rahrbach (without Fahlenscheid ) from the Office Bilstein became a new municipality Kirchhundem joined forces in the in addition, the district of Benolpe from the municipality of Kirchveischede was incorporated. § 7 Finnentrop municipality

It was expanded to include the districts of Schöndelt (municipality of Oedingen), Heggen (municipality of Attendorn-Land) and Altfinnentrop (municipality of Helden).

Section II. Final provisions

§ 8 Confirmation or amendment of existing territorial change contracts

The area change agreements for the formation of the new towns of Drolshagen, Olpe and Attendorn as well as the administrative supervisory provisions for the formation of the new municipalities of Wenden, Kirchhundem and Finnentrop and the new town of Lennestadt as well as the border change between the districts of Olpe and Meschede were largely confirmed.

§ 9 Dissolution of the district councils of the Meschede and Olpe districts

Because of the complete integration of the Office Serkenrode from the circle Meschede in the district of Olpe in 1964 were elected district councils of these circles terminated prematurely.

§ 10 Allocation of the new municipalities to the local courts

The boundaries of the districts of the previous district courts of Attendorn, Grevenbrück, Kirchhundem and Olpe have been redrawn. The Grevenbrück District Court was renamed Lennestadt District Court and the Kirchhundem District Court was repealed at the end of December 31, 1969. The city of Attendorn was assigned to the district court of Attendorn, Finnentrop, Kirchhundem (the districts previously belonging to the district court of Kirchhundem, however, only from January 1, 1970) and Lennestadt to the district court of Lennestadt and Drolshagen, Olpe and Wenden to the district court of Olpe .

Legislative process

On February 25, 1969, the state government introduced a bill to reorganize the district of Olpe into the state parliament. This provided for the municipalities of the Olpe district to be grouped into six large municipalities. Only the municipality of Lenne was excluded, as it was mainly oriented towards the city of Schmallenberg in the district of Meschede. This was referred to the Committee on Administrative Reform on March 11, 1969 without discussion. The committee largely recommended that the state parliament accept the state government's draft. Nevertheless, there were some suggestions for changes and extensions. The reclassification of parts of the Attendorn-Land community to the town of Drolshagen in the Lister Reservoir area (Section 2 (2) No. 1 of the state government's draft) was rejected. Furthermore, the municipality of Oedingen from the Serkenrode district, Meschede district, was included in the formation of the new city of Lennestadt. Finally, the reorganization of the community of Finnentrop and its incorporation into the district of Olpe was proposed. The amended bill was adopted by the state parliament on June 10, 1969 in the second and third readings. The law was drawn up on June 18, 1969 and promulgated on June 25, 1969.
